D visa lavoro autonomo 2026: the steps
Step-by-step path to the lavoro autonomo D visa in 2026: codice fiscale, Nulla Osta, economic parameters, income thresholds, timelines, forfettario, INPS.
Author: permesso.love editorial team- updated - how we verify
The path to the lavoro autonomo D visa runs through Italy: codice fiscale, proof of profession and housing, the Nulla Osta and economic parameters at the Camera di Commercio and the questura, then the consular application. Below are the steps in order, the money thresholds, timelines and taxes from community experience. This is not legal advice - verify the current details on the official sites.
In brief: community data
- Three different money thresholds: per the community, to apply last year's income is above roughly 8400-8500 euro, the account must show the sum from the parametri economici (figures around 17000-21000 euro were seen), and at renewal they look at reddito imponibile (for example around 14000 euro for a family of three). Verify the current details.
- The order of steps: in community accounts it is codice fiscale, joining a specialized association (a fee of around 60-65 euro a year), proof of housing, the Nulla Osta via the Camera di Commercio and the questura, the certificate of economic parameters, a bank balance statement and the D visa; since 11 January 2025 fingerprints are given in person.
- Housing bookings are no longer accepted: chats report that the nulla osta needs a rental contract or a dichiarazione di ospitalita, and a booking.com or airbnb reservation does not pass; fingerprints are scheduled at the address from the KIT.
- Timelines vary widely: by law the consulate has up to 120 days, but from the Russian Federation applicants report it is more often 4-11 months; the D visa itself is valid about 180 days from issue - do not tie tickets to optimistic dates.
- Forfettario taxes: per the community the limit is around 85000 euro a year, the profitability coefficient depends on the ATECO code (more often 67 percent for IT codes, 78 for some kinds of consulting), the rate is around 5 percent in the first years and then 15, plus INPS contributions on the order of 24-26 percent; people try to open the Partita IVA no later than 1 October - 1 November. Verify the current details.
Who the route suits
The D visa lavoro autonomo lets those who work remotely and earn income outside Italy live in Italy legally. The basic conditions per the community:
- you are a citizen of a country outside the EU, EEA and Switzerland;
- your activity belongs to the unregulated (digital) professions - developers, designers, marketers, copywriters, illustrators, photographers and the like;
- you have a diploma in your field of activity and/or confirmed experience (community-reported - from ~3 years);
- you are ready to confirm your qualification with a portfolio, client reviews, a resume.
This route falls under the quotas (decreto flussi) and relies on the rules on free professions (Art. 26 D.Lgs. 286/1998). Regulated specialties (doctors, lawyers, architects and others) require separate recognition of the qualification. There is often a choice between lavoro autonomo and the digital nomad - a fast but temporary status.
People take the Digital Nomad when they need to enter quickly. But it is a temporary status, and the taxes on it are high. Lavoro autonomo is a long game: lower taxes on the forfettario, healthcare and a pension through INPS, a path to permanent residence after 5 years. The choice depends on how many years you plan to stay.
Not sure which route is yours? Take the route matcher - five questions and a pointer by basis. This is not legal advice - cross-check the final requirements on the official sites.
Income thresholds and money in the account
- Income for the previous year to apply for the visa - community-reported, must be above ~8400-8500 euro.
- The certificate of economic parameters (parametri economici from the Camera di Commercio) will indicate the sum you need to show in your bank account; it depends on the type of activity (community-reported values seen were around ~17000-21000 euro).
- For renewing the permesso di soggiorno you need to show income above the subsistence minimum for the family - community-reported, for example, around ~14000 euro for a family of three, growing gradually year by year.
It is convenient to estimate income, the forfettario tax and INPS contributions for your case in the income and tax calculator:
The most common mistake in chats is thinking that money in the account is the same as income. These are different things: the balance confirms the availability of funds, while income is confirmed by a return or certificates for the year.
For income I showed a sole-proprietor tax return with an amount noticeably above the Chamber of Commerce requirements, plus a statement from my personal account for three months with a balance slightly above what was requested. That was enough.
An important subtlety about income for renewal: the law refers to reddito imponibile (the tax base), not the sum of the invoices issued (fatture). Under forfettario the base equals the turnover multiplied by the profitability coefficient of your ATECO code, minus the contributions actually paid. So for the base to reach, for example, the level of ~14000 euro for a family of three, by invoices you need noticeably more. The coefficient depends on the ATECO code (per the community more often 67% for IT codes, 78% for some kinds of consulting): with 67% that is already on the order of ~25000 euro. Work out your variant on forfettario and taxes and confirm the exact figure for your code with a commercialista.
I was confused for a long time: the accountant said that 14000 for three in the law is reddito imponibile, not my invoices. For my code the coefficient is 67%, and for the base to reach it, the invoiced revenue has to be around 25 thousand, not 14. Half of the accountants throw up their hands, so ask them to show precisely the income line on the return.
Exchange rates are unstable and the amounts are reviewed - verify the current details on the official site (vistoperitalia.esteri.it and your consulate's website).
Steps
- Get a codice fiscale (tax number). It is needed for almost everything: the association, the bank, insurance, the Partita IVA. You can request it through the Italian consulate (by mail, free of charge) or at an Agenzia delle Entrate office in Italy. More details - in the article on codice fiscale and residenza. Arrange it for family members right away too.
- Confirm your profession. Join a relevant association for your activity (community-reported membership fee ~60-65 euro per year). Attach a diploma, resume, portfolio and client reviews.
- Prepare proof of accommodation. A rental contract in the right city will work, or an invitation from a resident (dichiarazione di ospitalita) certified at the Comune. According to the community, a booking.com or airbnb reservation is no longer accepted for the nulla osta.
- Request the Nulla Osta. This is an authorization, one of the key documents for the D visa. It is submitted through the Camera di Commercio (a declaration of no impediments) and the questura; according to the community issuance takes around ~20 days by law, longer in practice.
- Obtain the certificate of economic parameters from the Camera di Commercio. According to the community you need a copy of your passport, an appointment and two marca da bollo (about ~16 euro each); readiness in around ~7-14 days.
- Gather a certificate of your account balance in English - confirmation of funds for the initial period.
- Apply for the D visa at the consulate. The appointment and document list are on vistoperitalia.esteri.it. Documents are translated into Italian by an accredited translator; on legalization and sworn translation see apostille and translation. From January 11, 2025, fingerprints are submitted in person - you cannot apply by power of attorney.
- After entry, arrange the permesso di soggiorno. On arrival on the D visa, within a few days (community-reported - around ~8 days) send the KIT-postale for the permesso at the post office (Poste Italiane).
From January 11, 2025, fingerprints for the D visa are submitted in person, and you can no longer apply for a spouse by power of attorney. But according to the community a power of attorney still comes in handy at another stage: for the person who will request the nulla osta in Italy, a power of attorney can be arranged in advance - while the main applicant is still waiting for their visa. In the same way they prepare in advance the document package for the family members being joined, so as not to lose time later.
I arrived, made a power of attorney, and they opened our sole proprietorship - but that could have been done remotely from another country. From the power of attorney to the visa in the passport it took me about three and a half months. A power of attorney prepared in advance greatly speeds up the process, do not put it off.
At first I got confused with the nulla osta: different guides write it differently. For me it went like this - the Chamber of Commerce issues the parametri economici together with the nulla osta, and then the questura adds its endorsement. And be sure to choose a city where you can actually get an appointment at the questura, otherwise you have the ospitalita but nowhere to apply.
The document list for the nulla osta has grown noticeably. Booking.com reservations are no longer accepted, you need accounts in Italy, an idoneita abitativa requirement has been added. Everyone who put it off "for later" is now collecting the package anew.
I worried about the nulla osta the most, but in fact the Chamber of Commerce dragged on the longest because of the holidays. Build in a time buffer and do not book return tickets too tight.
In the practice of many lawyers, a strong argument for the nulla osta and the visa is to show a connection with Italy: one or two Italian clients, a services contract or at least an agreement on future cooperation with an amount. They attach a fresh extract from the Chamber of Commerce for these companies. This is not a hard requirement of the law, but the case looks more real, and the chances are higher.
A practical nuance on accommodation and the questura (according to the community): fingerprints are assigned at the address you specified in the KIT. If you bring a long-term contract and a certificate of housing conformity from another city to the fingerprints, the case may be transferred to another questura and the timelines will grow. So it is better to rent long-term housing in the same city where you are assigned the fingerprints.
I submitted the KIT at a temporary address in one city, and rented the long-term contract in another. Because of this, at the fingerprints they transferred the case to another questura, and I lost time. If you have a choice - settle where you will give the fingerprints, and do not multiply different addresses.
Real timelines and reasons for refusal
Review times for the D visa lavoro autonomo vary greatly per the community - from a few days to a year. By law the consulate is given up to 120 days, in practice from Russia it is more often 4-11 months, while in a number of countries it is faster. This is not statistics but a benchmark from participants' accounts - build in a buffer and do not tie your tickets and move to optimistic dates.
On the 328th day of waiting for an Italian lavoro autonomo visa I received... a German visa. The Germans named the timeline right away
- 8 weeks - and met it to the day. I will go pick up my passport from the Italian consulate.
For us, on the contrary, everything was fast: we submitted the KIT, fingerprints a couple of months later, they did not even ask for a rental contract for the fingerprints, the plastic was promised a month after the fingerprints. And they gave the nulla osta without any problems. Very pleasant impressions of Italian bureaucracy.
After approval, remember: the D visa is valid for a limited time (community-reported around 180 days from the date of issue), you need to enter within that window. The timeline helps you estimate the stages and timelines.
Common reasons for refusal (from community accounts): insufficient income or unconvincing account activity; unclear qualification ("the activity is not needed by Italy"); lack of confirmed knowledge of Italian; declarative experience in the resume without confirmation.
A big misconception is that the nulla osta is a green light for the visa. In fact, as of 2025 any D visa is treated by the consulate as a "talent visa", and this applies not only to citizens of the Russian Federation. They look at the whole case: income, prospects of life in Italy, how real it all looks. There are refusals where formally the requirements are met, but the picture does not add up - for example, a billion-dollar company and a representative with a salary at the minimum-wage level.
I applied for lavoro autonomo, and after 11 months I picked up my passport with a refusal: "insufficient funds and the account movements are not obvious." On paper there was more than enough money. It looks like they only got to the case at the very end and were requesting data from the bank. A pity about the time, but over the year I had also changed my mind about moving.
Taxes: forfettario, INPS and commercialista
A Partita IVA (equivalent to a sole proprietorship) is usually opened in Italy with the help of a commercialista (an accountant). An important myth: a Partita IVA opened in advance is not part of the mandatory document list for the D visa and is not required for the nulla osta. A detailed breakdown is in the article on forfettario and taxes.
The preferential tax regime forfettario (community-reported):
- the income limit is around ~85000 euro per year;
- the tax is calculated not on all revenue but on a portion of it, by the profitability coefficient: the coefficient depends on the ATECO code (per the community more often 67% for IT codes, 78% for some kinds of consulting); calculate yours on forfettario and taxes;
- the rate is community-reported ~5% in the first years for a new activity (nuova attivita), then ~15%; without VAT;
- INPS contributions are paid separately (gestione separata, the future pension) - community-reported around ~24-26%.
The main mistake when opening a Partita IVA - if the commercialista did not mark "nuova attivita" and set 15%, you can no longer change it to 5% retroactively, the rate will stay for all years. Check this at the start.
Two subtleties with timing and the limit that people often learn about late (according to the community, verify the current details):
- the limit of 85000 in the first year applies proportionally to the period of the Partita IVA's operation. Open it, say, on December 1 - and the limit will be only about 85000/12, that is, on the order of ~7000 euro, and that may not be enough for the income for renewal. That is why, for immigration purposes, people try not to open the sole proprietorship later than ~October 1 - November 1, especially if you are joining family members;
- if turnover exceeds ~100000 euro, the right to forfettario is lost immediately, from the moment of the excess, and the documents have to be redone for the ordinary regime with an additional tax payment. At the end of the year, count the turnover carefully.
The most frequent confusion is the profitability coefficient. For software development and IT consulting (codes 62.*) it is usually around 67%, not the 78% that is set "by default". The tax, the contributions, and what turnover is needed for the base to reach the renewal requirements all depend on this. Ask the accountant to show your coefficient.
The cost of bookkeeping per the community: online forfettario services - around ~400-500 euro per year, a "live" commercialista - ~700-1500 euro per year. All rates, limits and percentages change - verify the current details on agenziaentrate.gov.it and inps.it. It is better to do the tax calculation and the choice of ATECO codes with a commercialista.
How to open a Partita IVA, which business forms are available and how to choose an accountant is in the guide Partita IVA and business in Italy.
Common myths
- "Without a permesso di soggiorno you cannot get the visa unless you open a Partita IVA in advance" - according to the community this is not so.
- "Money in the account = income" - no, these are different forms of proof.
- "Taxes must be paid from the first year" - according to the community they are shown at the permesso di soggiorno renewal.
- "Citizens of the Russian Federation are outside the Decreto Flussi quotas" - no, the quotas apply to all third-country nationals.

Frequently asked questions
Can you apply for the D visa from outside Russia?
A citizen of the Russian Federation usually applies for the D visa through the Italian consulate at their place of legal residence. If you hold a residence permit of another country, the application may go from there. Check the procedure and the appointment on vistoperitalia.esteri.it and on the consulate's website - this is not legal advice.
How long are the Nulla Osta and the certificate of economic parameters valid?
The visa is valid for entry for 180 days (Art. 26 c.7 TUI); the nulla osta itself, per the community, is best used quickly - check the term in the document. Check the term of the certificate of economic parameters in the document itself too, and do not delay the application. This is not legal advice.
Is it mandatory to pay taxes before getting the visa?
Based on community experience, taxes are shown for the year preceding the permesso di soggiorno renewal, and you are not required to pay them before getting the visa. Paid taxes may improve your chances, but it is not a guarantee. This is not legal advice.
Does an IT freelancer need to register with the Camera di Commercio?
According to the community, for many purely digital types of activity (for example, designing information systems) there is no obligation to register with the Camera di Commercio, and at renewal this is explained to the questura. Check for your ATECO code with a commercialista - this is not legal advice.
Can the consulate offer a digital nomad visa instead of lavoro autonomo?
Based on community experience, it happens: during a long review the consulate offers to change the motive to Digital Nomad (especially if there are no clients and contracts in Italy), and after submitting insurance and a dichiarazione di valore the visa is issued faster. This is not a guarantee, check with the consulate.
Can you work with a single foreign counterparty on forfettario?
According to the community, yes: Italian tax residents work for years with a single customer (including a foreign company without a representative office in Italy), for example as a procacciatore (an agent for finding clients). For the Camera di Commercio, in such cases a simple letter of intent (lettera di incarico) is sometimes enough, with the payment terms set out in the contract. Check for your ATECO code and situation with a commercialista - this is not legal advice.
