Federal Law of the Russian Federation (3rd reading): changes in the procedure for exit/entry of Russian citizens
Text of draft law No. 1231732-7 in the third reading - amendments to Federal Law No. 114 'On the Procedure for Exit from the Russian Federation and Entry into the Russian Federation'. New articles 81 and 82 introduced regarding the grounds and procedure for recognizing a passport as invalid.

Key information
- Article 81 - 15 grounds for invalidity of a passport: loss, change of name/gender, expiration, death, non-return of a service passport, termination/cancellation of citizenship, discovery of false information, unfitness for use, failure to receive a passport within 3 years, etc.
- Deadlines for issuing a new passport: 1 month - if submitted at the place of registration; 3 months - without registration at the place of residence.
- Article 82: procedure for checking a passport for forgery and notifying the owner.
- Article 18: in case of exit restrictions, the passport must be handed over for storage within 5 working days - to the employer, FSB, or issuing authority depending on the grounds.
- Article 20: minors travel on a foreign passport or (in cases under international treaties) on an internal passport / birth certificate.
