About this document
The decree of the Italian Ministry of Foreign Affairs dated 11 May 2011 is the core regulation defining the typology of Italian entry visas and the document requirements for each of them. It is issued on the basis of the Testo Unico Immigrazione (D.lgs 286/98) and the EU Visa Code (Reg. CE 810/2009). It lists 20 visa types - from tourism, study and medical care to lavoro autonomo, lavoro subordinato, family reunification and residenza elettiva - plus the Schengen classification: type A (airport transit), type C (up to 90 days) and the national D visa (over 90 days). Consulates rely on this decree when assessing files and migration risk, and Annex A details the requirements per type.

How to use it
Find your visa type in Article 1 and compare the document list in Annex A with the requirements of your specific consulate - the consulate may request extra papers when assessing migration risk. For minors the decree requires consent of both parents or the guardian. The document is in Italian and lengthy; it can be viewed page by page in the protected viewer.

The self-employment visa (lavoro autonomo)
7. Visto per "lavoro autonomo" (V.S.U. o V.N.) Il visto per lavoro autonomo consente l'ingresso in Italia, ai fini di un soggiorno di breve o lunga durata, a tempo determinato o indeterminato, allo straniero che intenda esercitare un'attività professionale o lavorativa a carattere non subordinato. I. I requisiti e le condizioni per l'ottenimento del visto sono stabiliti dall'art. 26 e 27 del testo unico n. 286/1998 e successive modifiche ed integrazioni, e dall'art. 39 e 40 del decreto del Presidente della Repubblica n. 394/1999 e successive modifiche ed integrazioni. In particolare: 1. per le attività in cui ricorrano le condizioni previste dal comma 1 dell'art. 39 del d.P.R. n. 394/1999 e successive modifiche ed integrazioni, la dichiarazione ivi richiesta è resa dall'amministrazione preposta alla concessione delle relative abilitazioni, licenze e autorizzazioni o alla ricezione della denuncia di inizio attività, ovvero dagli enti preposti alla vigilanza degli ordini professionali. Per le attività iscrivibili nel registro delle imprese tenuto dalle Camere di commercio, l'attestazione relativa all'astratta individuazione delle risorse necessarie di cui al comma 3 dell'art. 39 del decreto del Presidente della Repubblica n. [...]7. Visa for "self-employment" (V.S.U. or V.N.) The visa for self-employment allows entry into Italy for the purpose of short or long-term stay, for a fixed or indefinite period, to foreigners intending to engage in professional or work activities that are not subordinate. I. The requirements and conditions for obtaining the visa are established by art. 26 and 27 of the unified text no. 286/1998 and subsequent amendments and additions, and by art. 39 and 40 of the decree of the President of the Republic no. 394/1999 and subsequent amendments and additions. In particular: 1. for activities where the conditions provided by paragraph 1 of art. 39 of the d.P.R. no. 394/1999 and subsequent amendments and additions apply, the declaration required therein is made by the administration responsible for granting the relevant qualifications, licenses, and authorizations or for receiving the notification of commencement of activity, or by the bodies responsible for overseeing professional orders. The residenza elettiva visa
13. Visto per "residenza elettiva" (V.N.) Il visto per residenza elettiva consente l'ingresso in Italia, ai fini del soggiorno, allo straniero che intenda stabilirsi nel nostro Paese e sia in grado di mantenersi autonomamente, senza esercitare alcuna attività lavorativa. A tal fine, lo straniero dovrà fornire adeguate e documentate garanzie circa la disponibilità di un'abitazione da eleggere a residenza, e di ampie risorse economiche autonome, stabili e regolari, di cui si possa ragionevolmente supporre la continuità nel futuro. Tali risorse, comunque non inferiori al triplo dell'importo annuo previsto dalla tabella A allegata alla direttiva del Ministro dell'interno del 1 marzo 2000, recante definizione dei mezzi di sussistenza per l'ingresso ed il soggiorno degli stranieri nel territorio dello Stato, dovranno provenire dalla titolarità di cospicue rendite (pensioni, vitalizi), dal possesso di proprietà immobiliari, dalla titolarità di stabili attività economico-commerciali o da altre fonti diverse dal lavoro subordinato. Anche al coniuge convivente, ai figli minori ed ai figli maggiorenni conviventi ed a carico, potrà essere rilasciato analogo visto, a condizione che le suddette capacità finanziarie siano giudicate adeguate anche per quest'ultimi.13. Visa for "elective residence" (V.N.) The visa for elective residence allows entry into Italy for the purpose of residence to a foreigner who intends to settle in our country and is able to support themselves independently, without engaging in any work activity. To this end, the foreigner must provide adequate and documented guarantees regarding the availability of a dwelling to be chosen as a residence, and substantial, stable, and regular economic resources, which can reasonably be expected to continue in the future. These resources, in any case not less than three times the annual amount provided for by table A attached to the directive of the Minister of the Interior of 1 March 2000, defining the means of subsistence for the entry and stay of foreigners in the territory of the State, must come from the ownership of substantial income (pensions, annuities), ownership of real estate, ownership of stable economic-commercial activities, or from other sources different from subordinate work. A similar visa may also be issued to the cohabiting spouse, minor children, and adult children who are cohabiting and dependent, provided that the aforementioned financial capacities are deemed adequate for them as well.
The family reasons visa
10. Visto per "motivi familiari" (V.N.) Il visto per motivi familiari, ai sensi di quanto disposto dagli articoli 28 e 29 del testo unico 286/1998 e successive modifiche ed integrazioni, consente l'ingresso in Italia, ai fini di un soggiorno di lunga durata, al cittadino straniero nei confronti del quale il congiunto residente in Italia intenda esercitare il proprio diritto a mantenere o a riacquistare l'unità familiare. I. Se familiare di cittadino di un Paese dell'Unione Europea o di un Paese aderente all'Accordo sullo Spazio Economico Europeo residente in Italia, ovvero di un cittadino italiano, il visto in favore del cittadino straniero è rilasciato alle condizioni previste dal decreto legislativo 6 febbraio 2007, n. 30, artt. 2, 5 e 7. Il visto per motivi familiari sarà anche rilasciato, in presenza di un provvedimento definitivo adottato dall'Autorità giudiziaria italiana competente, nel caso di adozione - da parte di cittadini italiani - di un cittadino straniero maggiorenne; II. [...]10. Visa for "family reasons" (V.N.) The visa for family reasons, pursuant to the provisions of articles 28 and 29 of the unified text 286/1998 and subsequent amendments and integrations, allows entry into Italy for a long-term stay to a foreign citizen whose relative residing in Italy intends to exercise their right to maintain or regain family unity. I. If a relative of a citizen of a European Union country or a country adhering to the Agreement on the European Economic Area residing in Italy, or of an Italian citizen, the visa in favor of the foreign citizen is issued under the conditions provided by legislative decree of February 6, 2007, no. 30, articles 2, 5, and 7. The visa for family reasons will also be issued, in the presence of a final decision adopted by the competent Italian judicial authority, in the case of adoption - by Italian citizens - of a foreign citizen of legal age; II. The study visa
15. Visto per "studio" (V.S.U. o V.N.) I. Il visto per studio consente l'ingresso in Italia, ai fini di un soggiorno di lunga durata ma a tempo determinato, allo straniero che - nell'ambito della quota stabilita dal decreto di cui all'articolo 39, comma 4 del testo unico 286/1998 e successive modifiche ed integrazioni, ed alle condizioni stabilite dal provvedimento di cui all'articolo 46, comma 2 del d.P.R. 394/1999 e successive modifiche ed integrazioni - intenda seguire corsi universitari. Il visto per studio è concesso anche, alle medesime condizioni ed in presenza di analoghi requisiti, in favore degli studenti stranieri ammessi a frequentare corsi universitari presso università vaticane, università straniere presenti in territorio nazionale, ovvero università private comunque diverse da quelle indicate dal provvedimento di cui all'articolo 46, comma 2 del d.P.R. 394/1999 e successive modifiche ed integrazioni, in favore dei quali sia stato espresso esplicito nulla osta da parte del Ministero degli Affari Esteri, Direzione Generale per la Promozione del Sistema Paese. II. [...]15. Visa for "study" (V.S.U. or V.N.) I. The study visa allows entry into Italy for the purpose of a long-term but temporary stay for foreigners who - within the quota established by the decree referred to in article 39, paragraph 4 of the unified text 286/1998 and subsequent amendments and additions, and under the conditions established by the provision referred to in article 46, paragraph 2 of d.P.R. 394/1999 and subsequent amendments and additions - intend to attend university courses. The study visa is also granted, under the same conditions and with similar requirements, to foreign students admitted to attend university courses at Vatican universities, foreign universities present on national territory, or private universities other than those indicated by the provision referred to in article 46, paragraph 2 of d.P.R. 394/1999 and subsequent amendments and additions, for whom an explicit nulla osta has been expressed by the Ministry of Foreign Affairs, Directorate General for the Promotion of the Country System. The re-entry visa (reingresso)
12. Visto di "reingresso" (V.N.) Il visto di reingresso consente l'ingresso in territorio nazionale, ai fini della prosecuzione di un soggiorno di lunga durata a tempo determinato o indeterminato, agli stranieri titolari di carta o permesso di soggiorno la cui validità risulti scaduta, ovvero titolari di permesso di soggiorno in corso di validità ma che si trovino incidentalmente sprovvisti di tali documenti ed intendano rientrare nel territorio italiano. I requisiti e le condizioni per l'ottenimento del visto sono stabiliti dall'art. 8 del d.P.R. n. 394/1999, e successive modifiche ed integrazioni. In particolare: I. ai sensi di quanto previsto dal comma 3, il visto di reingresso è concesso in favore dei cittadini stranieri il cui documento di soggiorno risulti: a) scaduto da non oltre 60 giorni - da estendersi fino a sei mesi in caso di comprovati gravi motivi di salute del cittadino straniero, dei suoi parenti di I grado o del coniuge - e del quale sia stato chiesto il rinnovo entro i termini. In tali casi non è previsto il rilascio di nullaosta da parte della questura; [...]12. "Re-entry" Visa (V.N.) The re-entry visa allows entry into national territory for the purpose of continuing a long-term stay for a fixed or indefinite period for foreigners holding a carta or permesso di soggiorno whose validity has expired, or holders of a valid permesso di soggiorno who are incidentally without such documents and intend to return to Italian territory. The requirements and conditions for obtaining the visa are established by art. 8 of d.P.R. n. 394/1999, and subsequent amendments and additions. In particular: I. pursuant to the provisions of paragraph 3, the re-entry visa is granted to foreign citizens whose residence document is: a) expired for no more than 60 days - extendable up to six months in case of proven serious health reasons of the foreign citizen, their first-degree relatives or spouse - and for which renewal has been requested within the deadlines. In such cases, the issuance of nulla osta by the questura is not required; [...]
The tourist visa
19. Visto per "turismo" (V.S.U.) Il visto per turismo consente l'ingresso, per un soggiorno di breve durata in Italia e negli altri Paesi dello spazio Schengen, al cittadino straniero che intenda viaggiare per motivi turistici. I requisiti e le condizioni per l'ottenimento del visto sono: a) adeguati mezzi finanziari di sostentamento, non inferiori all'importo stabilito dal Ministero dell'interno con la direttiva di cui all'art. 4, comma 3, del testo unico n. 286/1998 e successive modifiche ed integrazioni; b) il titolo di viaggio di andata e ritorno (o prenotazione), ovvero la disponibilità di autonomi mezzi di viaggio; c) la disponibilità di un alloggio: prenotazione alberghiera o dichiarazione di ospitalità, prestata da cittadino italiano o straniero regolarmente residente in Italia. Questa, che dovrà riportare la disponibilità del dichiarante ad offrire un alloggio in territorio nazionale al richiedente il visto, riveste valore esclusivamente ai fini della dimostrazione del possesso del requisito della disponibilità di un alloggio; [...]19. Visa for "tourism" (V.S.U.) The visa for tourism allows entry, for a short stay in Italy and other Schengen area countries, to a foreign citizen intending to travel for tourism purposes. The requirements and conditions for obtaining the visa are: a) adequate financial means of subsistence, not less than the amount established by the Ministry of the Interior with the directive referred to in art. 4, paragraph 3, of the unified text no. 286/1998 and subsequent amendments and additions; b) a round-trip travel ticket (or reservation), or the availability of independent means of travel; c) the availability of accommodation: hotel reservation or declaration of hospitality, provided by an Italian citizen or a foreigner legally residing in Italy. This declaration, which must indicate the declarant's willingness to offer accommodation on national territory to the visa applicant, is exclusively for the purpose of demonstrating the possession of the accommodation requirement; [...]
