Enter the year of your first permesso (the start of legal residence) - and optionally a marriage to an Italian citizen. We show the approximate years for PR (lungo periodo, 5 years), citizenship by 10 years of residence, and citizenship by marriage. All rules are time-sensitive and community-reported; a guide, not legal advice.
Earliest path to citizenship
~2036
That is about 10 years from today.
The rungs, by year
PR: permesso UE per soggiornanti di lungo periodo
5 years of continuous legal residence, income at least the assegno sociale, an A2 Italian test, suitable housing, no long absences.

10 years of legal residence (for non-EU citizens), B1 Italian, proven income in the recent years, no serious criminal record, integration.
Learn more in the knowledge baseLanguage: PR usually needs A2, citizenship needs B1 (a certificate from an accredited center). It is a load-bearing requirement - prepare early.
The full ladder: permesso -> PR -> citizenship ->
The years are arithmetic on your inputs and the rules as the community understands them; the clock only runs with CONTINUOUS residence (long absences reset it), and the citizenship application itself then takes about 2-3 more years to process. A guide, not legal advice - verify with interno.gov.it and the prefettura.
The road from arrival to the passport is a ladder: a temporary permesso di soggiorno renewed year after year, then - after roughly 5 years of continuous residence - the permesso UE per soggiornanti di lungo periodo (the PR card, the former carta di soggiorno), and, as a rule, after 10 years of residence - cittadinanza. Note: PR is a convenient but optional rung; you can reach citizenship by simply renewing the ordinary permit up to the ten-year mark. The whole ladder, with the requirements of each rung, is covered in from residence permit to EU citizenship: the status ladder.
Marriage to an Italian citizen shortens the road radically: per the community, with joint life in Italy you file about 2 years after the wedding, earlier with shared or adopted children - about a year and a half is cited - while living abroad stretches the term (the overall spread is 1 to 3 years). Speed does not cancel the strict conditions: a B1 certificate, continuous residence and no mismatches across your documents. Frequent refusal causes and the surname trap are covered in citizenship by marriage: timing and refusals.
The rungs run on different clocks: the PR five years are usually counted from the first permesso, while the citizenship ten years run from residenza registration at the comune - so register early and guard its continuity; per the community even a two-month gap has sunk applications. For the lungo periodo absences are critical too (the reference limits - no more than 6 months in a row and 10 total over the five years), and years on a student permesso, per the community, are not credited in full - a roughly half credit is commonly cited; verify your case on interno.gov.it. A separate storyline is the June 2025 referendum on cutting naturalization from 10 to 5 years: the quorum was missed and the rule stands - see the 5-year citizenship referendum.
There are two language bars. For the lungo periodo the community reference is A2 - reachable via the free CPIA courses, covered in Italian A2 and the CPIA courses. Citizenship - by residence and by marriage alike - requires a certified B1: CILS, CELI and PLIDA are accepted, and an Italian school-system diploma or an already-issued PR card can replace the separate exam. All routes to the passport, with their requirements, are in Italian citizenship: the overview.
Per the community, the right to the permesso UE per soggiornanti di lungo periodo arises after roughly 5 years of continuous legal residence on a permit: you need proven income, taxes paid in Italy, A2-level language and no long absences (the reference limits - no more than 6 months in a row and 10 months total over the five years). Verify current conditions on portaleimmigrazione.it - not legal advice.
For non-EU citizens the community reference is about 10 years of continuous residence, counted from your registered residenza - not from the visa or the first permesso. For EU citizens the figure cited is about 4 years, for recognized refugees about 5. The June 2025 referendum on cutting the term to 5 years missed the quorum, so the ten-year reference stands. Verify on interno.gov.it - not legal advice.
It depends on the rung. Per the community, years on a student permesso (per studio) do not count in full toward the lungo periodo five years - a roughly half credit is commonly cited, so student years stretch the road to PR. For citizenship by naturalization what matters is continuous residenza: registered years count regardless of the permesso type. Rules have changed over time - verify your case on interno.gov.it and normattiva.it; not legal advice.
The fastest route to the passport: per the community, with joint life in Italy you file roughly 2 years after the wedding, and with shared or adopted children the term shrinks - about a year and a half is cited; living abroad stretches it instead. The conditions are strict: a B1 language certificate, continuous residence with your spouse and a genuinely shared life. The year figures have changed - verify on interno.gov.it; not legal advice.
Two different bars: for the lungo periodo the community reference is Italian at A2, while citizenship - by residence and by marriage - requires a certified B1 (CILS, CELI and PLIDA are accepted). A separate certificate may not be needed if you hold an Italian school-system diploma (even terza media) or already have PR. The current list of conditions is on interno.gov.it; not legal advice.
Citizenship is issued in the surname from the birth certificate. If you take the husband's surname, misunderstandings may arise. When obtaining citizenship, documents need to be changed twice, which creates additional difficulties, especially if doing everything independently.
For example, I applied for a permesso di soggiorno without proof of income, it was easier - for 2 years with a minimal document package. I recently renewed it also without confirmations, now for 3 years. After two years of marriage, you can start the process of obtaining citizenship, it will take about three years, but it depends on the region and comune.
