In short: in 2026 the Russian side lets money out more freely than old chat threads suggest. A resident individual can transfer foreign currency and rubles from their own account at a Russian bank to their own foreign account with no Bank of Russia limit, without an account - up to the equivalent of USD 5,000 a day, and take out up to USD 10,000 in foreign cash. The bottleneck is not the limits but the route: which bank will send a SWIFT payment, which bank on the other side will accept it, and what papers currency control will ask for.

In brief: rules and chat data

  • No Bank of Russia limit on transfers from your own account abroad: the navigator as of 1 May 2026 lists such transfers by residents as allowed, with the limit "not set". Chats still repeat a monthly cap - it no longer applies.
  • Without an account - up to USD 5,000 a day (Bank of Russia Directive No. 1412-U). Unistream, the most discussed service of this kind, was mentioned 257 times in 2022 and not once in 2026 (chat data to June 2026).
  • Foreign cash - no more than USD 10,000 on exit (Decree No. 81), while on entry to the EU a declaration is needed from EUR 10,000.
  • Foreign account - notify the tax service within a month, report the movement of funds by 1 June. Messages about fines and tax-office letters for a missed notice appeared as late as 2026.
  • The sending bank matters more than the law: in 2026 the chats mostly discussed SWIFT via OTP Bank (20 messages in January-June) and cards from banks in Kazakhstan, Kyrgyzstan and Belarus.

How much you can move out of Russia in 2026: the rules table

Every row comes from the Bank of Russia navigator of restrictive measures (edition of 1 May 2026) and Bank of Russia notices of June and September 2026. "Resident" here means a Russian currency resident; a Russian citizen living in Italy stays one until they spend more than 183 days abroad in a year (for some rules, see below).

What this means for a move to Italy. The law does not stop you transferring your savings to your own Italian or other foreign account in one or several payments. What gets in the way is different: large Russian banks under sanctions do not send SWIFT, non-sanctioned ones set their own fees and minimums, and intermediary banks in Europe return payments after AML checks. The navigator is a reference, not a substitute for the legal acts; before a large operation check with your bank and cbr.ru.

An old figure from the chats

The previous version of this page, like the chats, carried a monthly cap of "around USD 1 million" on foreign-currency transfers abroad. Per the Bank of Russia navigator as of 1 May 2026, no limit is set for transfers by resident individuals from their accounts. If a bank cites a limit, ask it to name the document.

SWIFT from a non-sanctioned bank: what it looks like in practice

The direct route for foreign currency is a SWIFT transfer from your account at a Russian bank to your own account abroad. It goes through only if three things line up: the sending bank is not sanctioned and is connected to SWIFT, it sends currency in the right direction, and the receiving bank is willing to accept money from Russia.

What the chats said about this route (chat data to June 2026):

  • OTP Bank - among transfers by bank details from Russia to Italy, the 2026 discussion was mostly about its SWIFT: 20 messages in January-June 2026, 23 in the second half of 2025. The fee was put at about 3% with a cap of EUR 1,500 (January-February 2026), the odds of the payment arriving at "50/50" (January and April 2026).
  • Where the transfer gets stuck: OTP's euro correspondent is Hungarian OTP, which, per messages from December 2025 - January 2026, returns payments if the money reached the account from a sanctioned bank (for example, Sberbank); extra documents did not help in those cases.
  • Name and address in the payment order. In November 2025 people wrote that Italian banks are strict about the name in the payment order matching the account holder's name (Latin spelling as in the passport), and in December 2025 that a payment to a third country was returned because of the sender's Russian address.
  • Desktop only. At some banks, a foreign-currency transfer abroad is available only in the browser online bank, not in the mobile app.
  • Two fees. The sender takes its share, and so do the receiving bank and intermediaries; count the full cost.

Before the first large transfer, members advise sending a small test amount.

SWIFT and IBAN are not the same thing

A common mix-up: the Russian bank says "we have no IBAN, only SWIFT", while the Italian one asks for an IBAN. SWIFT (BIC) is the bank's code, IBAN is the number of the recipient's specific account. For a transfer to Italy you need both: the BIC of the Italian bank and the IBAN of your account (in Italy it starts with IT and has 27 characters). If a branch employee says the bank "does not work with SWIFT", members' experience is that asking another employee or the international payments desk helps.

I transferred to my own account abroad by SWIFT from a non-sanctioned bank - it arrived in about two days. Before that I notified the tax office that I had opened the account and sent the bank the documents for currency control. The transfer only worked from a computer through the online bank; the phone app simply had no such button.

An account in a third country: what to do on the Russian side

When direct SWIFT fails, people move rubles to their own account at a bank in Kazakhstan, Kyrgyzstan or Belarus, convert there and pay by card in Italy or send euro onwards. In the first half of 2026 this was the most discussed route: Belarus - 61 messages, Kazakhstan - 53, Kyrgyzstan - 45 (chat data to June 2026; these are mentions, not confirmed successes). Under Russian rules such an account is an ordinary foreign account of a resident:

  • notice to the tax service of opening - within one month (see the next section);
  • report on the movement of funds - every year by 1 June, unless an exemption applies;
  • sanctions risk of the bank: per messages from 2025-2026, the Kyrgyz Keremet Bank was sanctioned by the US (July 2025) and the EU (April 2026), and in December 2025 it abruptly blocked non-resident cards. Keep a backup route.

Members treat intermediaries offering a "turnkey foreign card" as a risk zone: stories of blocked accounts and fake data are regular in the chats. More in red flags.

Notifying the tax service and the movement-of-funds report

The rules come from the Russian Federal Tax Service pages (nalog.gov.ru, checked 30.09.2026):

Notice of opening an account. No later than one month after opening, closing or changing the details of an account at a bank outside Russia. The form is set by FNS order of 26.04.2024 No. SD-7-14/349@. It can be filed through the taxpayer's online account, in person, by post or with an electronic signature.

Report on the movement of funds. Every year by 1 June of the following year. Not required if the bank is in the EAEU or in a country on the list of automatic exchange of financial information with Russia and no more than RUB 600,000 was credited or debited during the year (or the year-end balance is no more than RUB 600,000 if there were no credits).

When none of this applies. The rules on opening accounts and on reports do not apply to residents who spent more than 183 days outside Russia in the calendar year. That is common for people who moved to Italy, but you have to count the days for each year yourself.

The chats mention missed notices 31 times in 2022-2026 (chat data to June 2026); in April 2026 someone wrote about a letter from the tax office after an unfiled movement-of-funds report, and another that the report itself takes "a few minutes through the online account". When you transfer to your own foreign account, banks sometimes ask for proof that the notice was filed.

Currency control: what documents the bank asks for

For a transfer to your own foreign account, a Russian bank may ask for (per members' experience, the set depends on the bank and the amount):

  • the contract with the foreign bank or a statement showing the account is in your name;
  • the tax-service notice of opening the account, stamped as received;
  • proof of where the money came from: a statement with salary, an income certificate, a sale contract for a flat or a car;
  • a statement that the transfer is not dividends from Russian companies (such transfers to foreign accounts are prohibited).

For a transfer to another person - documents proving kinship or a contract (for example, for tuition or medical treatment). The same papers will be useful later with the Italian bank, which will also ask where the money came from (details in the source-of-funds section of sending money to Italy).

The first time I transferred to my own account abroad, the bank asked for the contract with the foreign bank, proof that I had told the tax office, a statement with my income and a note that it was not dividends. I gathered everything in advance and the transfer went through without delay. A friend did not bother and got stuck in checks for several days.

The Russian limit is stricter than the EU one: USD 10,000 is less than EUR 10,000, so someone who keeps to the Russian rule usually stays under the EU threshold. Check how to declare cash on the Russian side with the Russian customs service. In the chats, carrying cash is one of the most discussed options: 83 messages in January-June 2026 (chat data to June 2026). But even there people advise against carrying large sums: an Italian bank asks where cash came from when you pay it in (in October 2025 and February 2026 people reported such questions even for EUR 7,700), and cash payments between different persons in Italy are prohibited from EUR 5,000 (Art. 49 of Legislative Decree 231/2007). I swore off carrying large sums in cash. I did that quest once - the declaration, then try paying that money into an account without an interrogation about where it came from. Now I transfer with a bank statement, even if it is slower and costs a fee.

Common mistakes

  • "The Bank of Russia limit is a million dollars a month." For residents' transfers from their own accounts there is no limit set in 2026; banks and sanctions restrict you, not the Bank of Russia.
  • "Unistream or Zolotaya Korona will send it to Italy." Per chat data to June 2026, there are no reports of successful transfers to Italy through these services in 2025-2026; more in sending money to Italy.
  • "I opened a card in Kazakhstan - it is none of the tax office's business." It is: a notice within a month and a report by 1 June if you are a currency resident and no exemption applies.
  • "Cash is easier." Foreign cash above USD 10,000 cannot be taken out, and in Italy paying cash into an account almost always comes with a question about its origin.
  • "A source-of-funds certificate can be faked." It cannot: a forgery shows in the file metadata, and it gets an account closed more surely than any limit.

Can I withdraw US dollars or euro in cash from a Russian bank to take with me?

Only within narrow limits. The Bank of Russia extended its restrictions to 9 March 2027: foreign cash is paid only from accounts opened before 9 March 2022 and only up to USD 10,000 or the euro equivalent; the rest is paid in rubles.
