How to get residency in Italy: visa and permit types
Italian residence permit for Russians in 2026: every permit type in one table - income, quotas, nulla osta, visa D waits from the chats - and how to apply.
Author: permesso.love editorial team- updated - how we verify
An Italian residence permit (permesso di soggiorno) for Russians is issued on the same grounds as for every other non-EU citizen, and there are many types and subtypes: each permesso is tied to its own motive (type of visa D), and the visa categories themselves in the regulations number more than two dozen. This page is a top-level catalog of the permesso types most popular among Russian-speaking applicants: what the basis is, who it suits, whether it goes by Decreto Flussi quotas or outside the quotas, and whether it converts afterwards. From there, links to detailed articles lead through each route. This is not legal advice: always verify the final requirements on esteri.it and interno.gov.it.
Italian residence permit types in one table
| Permit type (visa D motive) | Income, benchmark | Quotas | Nulla osta before the visa | Visa D, filing to issue, from the chats |
|---|---|---|---|---|
| Salaried work (lavoro subordinato) | a contract under the CCNL | yes, Decreto Flussi | yes, via the Sportello Unico | median 4 days (5 reports) |
| Self-employment (lavoro autonomo) | about 8,500 EUR a year per the community; the Camera di Commercio sets the exact amount | yes, Decreto Flussi | yes, from the questura: 2-4 months per the community | median 100 days (11 reports, 8 to 316) |
| Digital nomad | three times the annual assegno sociale: about 24,800-28,000 EUR per the community, about 27,000 in the Moscow consulate list | no | no | too few reports |
| Study | funds for the study period | no | no, enrolment or pre-enrolment is needed | median 9 days (14 reports) |
| Residenza elettiva | about 31,000 EUR net a year for the applicant per the community, +20% for a spouse, +5% per child; no work allowed | no | no | too few reports |
| Family reunification | the annual assegno sociale (7,101 EUR in 2026) plus half of it per person you bring: about 10,650 EUR for one (calculator) | no | yes, via the Sportello Unico: 2-4 months per the community | median 7 days (11 reports) |
| Company representative office (rappresentanza) | depends on the company | no, special cases of art. 27 | see the article | too few reports |
Where the figures come from: income thresholds are community benchmarks, the Italian consulate in Moscow list (July 2026) and the 2026 assegno sociale amount from INPS (inps.it); visa D waits are 58 reports from open chats 2022 - June 2026, read by hand - lived experience, not a consulate deadline (more on the visa D for Italy page). After entry, the same chats put the wait for the permit card at a median of 45 days from fingerprints - how to check your permesso status. Every figure changes, so verify the current details on esteri.it and interno.gov.it.
How to get an Italian residence permit follows the same logic for any basis: pick the motive, get a visa D for it at the consulate, enter the country and file the KIT for the permesso at the post office (the community benchmark is 8 working days from entry). The state of play as of September 2026: the set of bases is the same as a year earlier, and we claim no new rules here. What does change are the income thresholds, the Decreto Flussi quotas and the click day dates - they are revised every year, so treat every figure on this page as a community benchmark and verify the current details on the official sites before applying. The whole path step by step, from choosing a basis to residenza and work, is in the plan moving to Italy from Russia.
If you are not sure which one is yours, start with the matcher - five questions and an orientation on the basis of the visa D:
Want not just a list but help with the fork in the road? The general logic of the choice (where the income comes from, whether you have a profession, whether you are going with family) is broken down in the overview of choosing a route, and the most common dilemma for remote workers - in the article Digital Nomad or Lavoro Autonomo.
People come with the question "which residence permit is better", but the right question is different - "which one suits me specifically". There is no best type of permesso: there is the one that matches your income, profession and plans for years ahead. That is where you should start, not with a nice name.
In brief: community data
- The motive decides everything: each permesso is tied to its own basis (type of visa D); Russian-speaking applicants per the community are most often interested in 6-8 routes - employment, self-employment, digital nomad, study, residenza elettiva, family and the art. 31 path.
- Decreto Flussi quotas: apply to the work motives (lavoro subordinato and autonomo), with filing often in click days; the digital nomad, study and family go outside the quotas (current quotas are on interno.gov.it).
- Conversion: some bases convert (for example lavoro autonomo at renewal), some have no direct conversion - it is better to choose the route deliberately at the start.
- What does not grant a permit: per the community neither buying property (an "Italian residence permit for buying real estate" does not exist as a basis) nor an open Partita IVA is a basis by itself - a separate motive is needed; the investor route does exist, but it means large investments, not buying an apartment.
- By the applicant's citizenship: the bases themselves are the same for all third countries, what differs is the filing - the consulate, legalization of documents, accounts and payments; for Ukrainians temporary protection works separately.
- The state of play in 2026: the set of bases is unchanged and we claim no new rules; income thresholds, quotas and click day dates are revised annually - verify the current details.
- Less-mentioned paths: a representative office (rappresentanza) of a foreign company can be a basis outside the quotas per the community (art. 27); on residenza elettiva income from your own sole proprietorship is counted disputably.
What types of Italian residence permit are there: every route in one list
If you want the quick answer, here are all the bases people ask about most, each with a "who it suits" note. Every item leads to its own detailed article, and further down this page each route has a breakdown with timelines, quotas and conversion:
- Employed work (lavoro subordinato) - who it suits: those with a specific Italian employer and a contract; it goes through the Decreto Flussi quotas and click days. Details: Italy work permit: Decreto Flussi quotas.
- Independent work (lavoro autonomo) - who it suits: freelancers, sole proprietors and remote workers ready to carry out activity from Italy and open a Partita IVA. Details: lavoro autonomo visa: steps, Nulla Osta.
- Digital nomad (nomade digitale) - who it suits: remote work for clients or an employer outside Italy, with a high confirmable income; entry goes outside the quotas. Details: digital nomad.
- Study (studio e formazione) - who it suits: those coming to study for longer than three months - university, a master's, language courses at a university. Details: universities in Italy: admission and the visa D.
- Residenza elettiva - the permit for the financially independent - who it suits: those with a stable passive income (rent, dividends, deposits) and no intention to work in Italy; you cannot work on this status. Details: residenza elettiva.
- Permit through marriage and on family motives (motivi familiari) - who it suits: spouses and minor children of someone already living legally in Italy, and spouses of Italian citizens. Details: family reunification, marriage in Italy and the permit through marriage, ricongiungimento, coesione and al seguito.
- Company representation (rappresentanza) - who it suits: those with their own operating company abroad ready to open a representation in Italy; according to the community it goes outside the quotas. The breakdown is in a separate section further down this page.
- Protection and asylum - who it suits: those facing a real danger in their homeland. Details: international protection in Italy.
- "A permit for buying real estate" - no such basis exists: buying a home does not grant a permesso by itself, it only closes the housing item in the document package. Breakdown: myth: buying property gets you residency.
- "A permit by investment" - a separate investor route does exist, but it is not about buying an apartment: according to the community it means large investments in government bonds, a company or an innovative startup, and the thresholds change. Breakdown: Italy investor visa.
- A Partita IVA opened "in advance" - also not a basis by itself, a separate motive is needed. Breakdown: myth: a Partita IVA grants a permesso.
Italian residence permits by the applicant's citizenship: Russians, Belarusians, Ukrainians
The permesso bases themselves are the same for all third-country nationals - the difference is not in the type of permit but in the filing: which consulate and visa center serve you, how your documents are legalized, how you confirm income and how you pay for things in Italy. According to the community, that is the main practical difference:
- Russians. The nuances for Russian citizens are covered in the sections below - above all the restrictions on cards and accounts, which hit residenza elettiva, and the absence of priority quotas in employment.
- Belarusians. A different embassy and a different procedure for apostilles and translations of Belarusian documents: see the separate article Italy for Belarusians: visa D and papers.
- Ukrainians. Besides the ordinary bases, temporary protection and its conversion into a standard permit are available: temporary protection in Italy and converting temporary protection into a permesso.
The filing procedure in your country and the list of visa centers change according to the community - verify the current details on esteri.it.
Residence permit for employed work (lavoro subordinato)
This is the basis for those who have an Italian employer ready to conclude an employment contract. According to the community, for Russian citizens the opportunities here are limited: the Decreto Flussi quotas are distributed by country, and Russians usually do not make it into the priority lists. At the same time, the decree itself provides quotas for citizens of "the rest of the" countries, and during the so-called click days the submission windows sometimes open, including for those ready to work in the sphere of domestic labor and care (colf e badante); separately this motive is, according to the community, available to top managers.
- who it suits: there is a specific Italian employer and a contract;
- quotas: yes, through the Decreto Flussi (click days);
- residence permit term: according to the community, tied to the length of the work contract;
- preparation timeline: according to the community, a benchmark of the order of several months.
The figures and quotas, according to the community, change from year to year - verify the current details on interno.gov.it. The full breakdown of this route is in the article Italy work permit: Decreto Flussi quotas. Where to look for an employer, which contracts exist and what they pay - in the guides work in Italy for Russians and work in Italy by city.
A couple more details about employment according to the community: in recent years it is no longer enough for an employer to simply want to hire you - they submit a verification request to the local authorities as to whether a local candidate or an EU citizen with the same qualification could be found, and they must justify why they are bringing an employee from abroad. So in practice mostly rare highly qualified specialists actually get through into employment according to the community. And unlike self-employment, the quotas for subordinato according to the community are tied to the region, and the windows in the click days sometimes close in literally hours.
With employment the main difficulty is not in you but in the employer. They now have to first prove to the local authorities that no local or European was found for the position, and only then pull you in from abroad. Most Italian companies do not want to get into that bureaucracy, so in practice they hire this way either very narrow specialists or in spheres like care and domestic labor. And keep in mind: the slots in the click day fly off in hours, this is not "I will apply when I am ready."
Residence permit for independent work (lavoro autonomo)
A route for the self-employed, freelancers, sole proprietors and remote workers ready to carry out activity from Italy - with it you can open a sole proprietorship (Partita IVA) and provide services already on the country's territory. According to the community, this is one of the two most popular routes for remote work. It is tied to annual quotas and requires a Nulla Osta, so the route is longer, but the income threshold is lower, the taxes on the favorable forfettario regime are low, healthcare and pension run through INPS contributions, and after 5 years a clear path to permanent residence opens up.
- who it suits: your own activity, freelance, a sole proprietorship with work from Italy;
- quotas: yes, annual Decreto Flussi windows, plus a Nulla Osta;
- residence permit term: according to the community, usually 1-2 years with renewal;
- conversion: according to the community, there is one - into other bases.
The full route with steps and timelines is in the article lavoro autonomo visa: steps, Nulla Osta; the comparison with the nomad is in Digital Nomad or Lavoro Autonomo.
I chose between autonomo and the nomad almost by feel. In the end I understood the obvious: autonomo is for the long haul. Less money to show on entry, healthcare through INPS, a clear path to permanent residence. The downside - waiting longer and arranging some of the papers already in Italy.
Two practical nuances according to the community. First, the self-employment quotas are hundreds of slots for the whole country, split across several categories at once (entrepreneurs, artists, musicians, startup founders), so the window closes fast. Second, for the libero professionista motive you often need membership in a relevant professional association for your specialty - without it the Nulla Osta is in a number of cases not issued; on admission you attach a diploma or proof of experience, the fee according to the community is symbolic. The exact numbers and requirements differ every year - verify the current details.
I thought the bottleneck of autonomo was income, but in fact we stumbled over the professional association. For our specialty we wrote to several at once, because not everyone replies, and paid a symbolic annual fee. Without the membership certificate they would not have arranged the Nulla Osta for us. So this is a separate step, and it is better to start it in advance, not at the last moment before applying.
Digital nomad residence permit (nomade digitale)
A separate article of the law for those who work remotely for clients or an employer outside Italy. According to the community, this is the second main route for remote workers, and an important detail - it is not only for IT people: it was conceived for any professions able to work remotely. The nomad goes outside the quotas, does not require a Nulla Osta, and the whole document package is collected abroad, which noticeably speeds up entry. But the income threshold according to the community is high, the status does not grant free public healthcare (you keep private insurance), and according to the community it has no direct conversion into another residence permit.
- who it suits: remote work for clients/an employer outside Italy;
- quotas: no, goes outside the Decreto Flussi quotas;
- residence permit term: according to the community, usually about a year (2 years have also been encountered);
- conversion: according to the community, there is no direct conversion.
For details on income, insurance and taxes - in the section about the digital nomad.
For a long time people talked me out of it: supposedly the nomad is only for programmers. Nonsense. I have ordinary remote work not from IT, I gathered the documents at home, I did not have to wait for quotas. I entered noticeably faster than acquaintances on autonomo.
Residence permit for study (studio e formazione)
The basis for studying in Italy for longer than three months: this can be language courses at a university (according to the community a maximum of about two years), higher education programs or additional training. According to the community, a pleasant bonus - after a master's or doctorate in Italy you can apply for a residence permit for a job search and stay in the country for the duration of the search.
- who it suits: long-term study, language courses at a university, education programs;
- quotas: according to the community, goes outside the Decreto Flussi work quotas;
- residence permit term: according to the community, depends on the duration of the program;
- preparation timeline: according to the community, a benchmark of the order of half a year and more.
Verify the requirements for admission and timelines on esteri.it; admission, CIMEA, universitaly and the study visa D are covered separately in the article universities in Italy: admission and the visa D, and the permit itself - MUR means, renewal by exams, 20 hours of work and conversion outside quotas - in Italy student permit.
A common question according to the community - whether you can enter on a tourist visa, enroll and open a study residence permit already inside Italy, without returning home. According to the community, for study you still need precisely a visa D for entry, "directly through the questura" without it this path usually does not work. But after completing a master's or doctorate, according to the community, you can apply for a residence permit for a job search (attesa occupazione) - usually for a year - and stay in the country for the duration of the search, and in a lucky case immediately switch to a work basis.
I wanted to game it: enter as a tourist, enroll and arrange the study residence permit on the spot, as people sometimes do in Spain. For Italy it did not work out - for study they ask for a visa D for entry. But the exit pleasantly surprised me: after the diploma they give a residence permit for a job search for about a year, and you do not have to frantically look for a contract while still a student. In essence study here is also a legal pathway to a work status, if you do not rush.
Residence permit through a company representation (rappresentanza) - outside quotas
A separate route that according to the community and among experts comes up as a workaround for the quotas: opening a representation (rappresentanza) of a foreign company in Italy. The pairing "representation plus its director" itself becomes a basis for a residence permit for the director and their family, and this option goes outside the Decreto Flussi quotas (under the special cases of the consolidated immigration law, art. 27, which covers executives and seconded personnel). Over time the representation according to the community can be converted into a full-fledged commercial structure (for example an SRL).
- who it suits: those who have their own operating company abroad ready to open a representation;
- quotas: according to the community no, goes outside the quotas (special cases);
- basis: precisely the existence of the representation and the position of director, not the business itself;
- nuance: this is not a quick lifehack - you need a real company, documents and the costs of maintenance.
This is a top-level description - the specific requirements and taxes according to the community change, verify the current details on interno.gov.it and esteri.it.
The representation is good in that it is a legal basis outside the quotas: you do not have to catch the decree window. But it is important to understand the logic - the residence permit is granted not by the "company" itself, but precisely by the opened representation and the appointed director. No representation - no basis. This is a tool for those who already have a working business abroad, not a way to "buy" a status through an empty structure.
Italian residence permit through marriage and on family motives (motivi familiari)
The family route is a separate big topic, and here it is important not to confuse several different instruments:
- motivi familiari / reunification (ricongiungimento) - when the main applicant has already settled in Italy, and the spouse and minor children come later;
- the al seguito visa - when relatives arrange entry in parallel with the one going on the main motive;
- art. 31 (assistenza minori) - a judicial route through protection of the child's interests, the child already studying at an Italian school; the residence permit is requested through the court for juvenile affairs, so you cannot do without a lawyer.
Separately on the query "Italian residence permit through marriage". According to the community this is the same motivi familiari: marriage to an Italian citizen or to a foreigner legally living in Italy gives the right to a family permesso, which is arranged in Italy through the questura; a spouse abroad is brought in through reunification or an al seguito visa, not "by a stamp in the passport". The marriage itself does not replace a status - you still have to file the documents and receive the permesso. And do not confuse this with citizenship by marriage: that needs years of residence and a B1 certificate. Details are in the articles marriage in Italy: nulla osta and the permit and Italian citizenship by marriage.
According to the community, the term of such a residence permit is usually tied to the status of the main applicant (for reunification) or is arranged already inside the country (for art. 31). What to choose and how the routes differ is broken down in detail in the articles about family reunification, ricongiungimento, coesione and al seguito and minors and art. 31.
We first planned to travel separately and then reunite, but it turned out that classic reunification for newcomers is now not immediate. My husband got a visa on his own motive, while my child and I were arranged via a separate family route. Had we known in advance - we would not have lost time.
Italian residence permit for the financially independent (residenza elettiva)
This is a calm status for the financially independent: it suits those who have a stable passive income - rent, dividends, deposits, shares in a business. According to the community, an important caveat for Russian citizens: the state wants to see that you freely dispose of your money, and under the restrictions on using Russian cards abroad this complicates the picture, so the route is now more convenient for owners of real estate and passive income at least partly outside Russia. The key restriction: on this residence permit you cannot work.
- who it suits: stable passive income, with no intention to work in Italy;
- quotas: according to the community, goes outside the work quotas;
- residence permit term: according to the community, usually for a year with renewal;
- income threshold: according to the community, high, tied to confirmable passive income - verify the current details.
A few practical nuances according to the community. Passive means income from rent, dividends, deposits - not from your work; income through your own sole proprietorship was once counted, but then refusals started coming on such applications. For renewal according to the community you need to show passive income plus money in the European Union: an account at the level of Revolut sometimes helps to confirm funds, but according to the community it is inconvenient to pay taxes from it, so many ultimately need a full-fledged Italian or European bank account. And remember the tax trap: when you obtain registration you become a tax resident, which means that on substantial passive income (including from Russia) you will have to pay tax in Italy - this has to be calculated in advance.
We arranged residenza elettiva ourselves, my husband's income is from rent. Two surprises: to confirm funds in the EU we opened Revolut, but quickly realized it is inconvenient to pay taxes from it, you need a proper account. And second - as soon as you do the registration, you become a tax resident, and a decent income from Russia starts being taxed in Italy. So "live on rent and pay nothing" is an illusion, the tax part has to be calculated before the move.
A detailed breakdown is in the section about residenza elettiva. It is convenient to estimate the income thresholds for your case in the income and tax calculator.
Residenza elettiva sounds like a dream - live on rent and do nothing. But the nuance is that you cannot work at all, and the income has to be shown as substantial and confirmable. For those who have assets outside Russia, it is a workable option, for the rest it is harder.
Residence permit for protection and for refugees
A separate category - for those who face danger in their homeland (the community mentions military action, mobilization, persecution). According to the community, the application can be submitted already inside Italy, but the person thereby loses the right to return to the country of citizenship. This is a long route: according to the community, obtaining such a residence permit takes a significant amount of time, the person is in the country all this time, and the timelines and conditions according to the community vary greatly.
- who it suits: a real threat in the homeland;
- entry: according to the community, a Schengen visa is needed, the application is submitted in Italy;
- residence permit term: according to the community, for 1-2 years with renewal.
This is a sensitive topic with individual circumstances - verify the current procedure on interno.gov.it.
How to use this catalog and what does not grant a residence permit
The main forks - quotas versus outside the quotas, conversion and what a permit does not grant - are already gathered in the "In brief" block and in the list of routes at the top of the page (the links to the breakdowns of the real-estate, investment and Partita IVA myths are there too). Here is only what did not fit there:
- Do not count on a future conversion as a guarantee. According to the community the rules are rewritten on the fly - say, a status that earlier could be transferred to a work one was banned from being transferred after amendments, and the rules of the court-based family path through a child have also changed more than once. What is available now may be closed by the time of your renewal.
- The processing timelines are very different. According to the community - from a mere few weeks to a year, depending on the consulate and the motive; the processing timeline helps to estimate the stages.
- Buying a home does not replace the motive, but it helps the package. Real estate only settles the housing item in the documents and helps with a visa C - it does not become a basis for a permesso.
All the figures, quotas and timelines according to the community are volatile - before applying always verify the current details on the official sites. After arranging the status, the next questions are travel, renewal and permanent residence - they are gathered in the section about the permesso status.
The main thing I learned: first honestly determine who you actually are - an employed worker, self-employed, family or a person on passive income. And then choose the type of residence permit for that. Half of other people's mistakes come from people reaching for a nice name rather than for their real basis.
First Steps After Obtaining Residence Permit in Italy
What should you do first after receiving your permesso di soggiorno?
Once you have received your ricevuta or residence permit card, you need to quickly arrange basic documents. Without them, you won't be able to open a bank account, access healthcare, or apply for benefits. Here is the priority order for 2026:
Residenza - registration at your place of residence
Go to the comune (Anagrafe) where you live and submit an application for registration. A vigile (police officer) will come to check that you actually live at the address. Without residenza, it is impossible to obtain most other documents and start the countdown for permanent residency.
Timeframe: Apply in the first week. Processing takes 2-45 days depending on the comune.
Codice Fiscale - tax code
If you did not receive your codice fiscale at the consulate, you can obtain it at the Agenzia delle Entrate. It is needed for everything: bank, rental contract, healthcare, work. It is issued for free in 15 minutes.
Bank Account
Open an account at an Italian bank. Not all banks will open accounts with a ricevuta - reliable options include: Intesa Sanpaolo, UniCredit, Poste Italiane. To open an account, you need a codice fiscale, a document (residence permit or ricevuta), and a rental contract.
Tessera Sanitaria - national healthcare SSN
Register with the SSN (Servizio Sanitario Nazionale) at your local ASL. You will receive a tessera sanitaria and choose a family doctor (medico di base). Free healthcare is available for all legal residents of Italy.
ISEE - for benefits and discounts
ISEE (Indicatore della Situazione Economica Equivalente) - an indicator of family income, which determines eligibility for benefits: child allowances, rental assistance, discounts on transport and education. It can be obtained for free at a CAF or through a patronato.
I enrolled in A2 at CPIA, completed terza media, now I have a school diploma. I can work, go to high school, and apply for citizenship. It all cost me 30 euros. Immerse yourself in Italy - the sooner you start integrating, the easier it will be later.
CPIA - free Italian courses
CPIA (Centro Provinciale per l'Istruzione degli Adulti) - state-funded free Italian language courses for immigrants. Available in every major city. You can obtain an A2 certificate (needed for permanent residency) and even a school diploma (terza media). Enrollment usually takes place in September-October.
Extension of Residence Permit in Italy: Deadlines, Documents, and Requirements
When and how to extend your permesso di soggiorno, and what to do if you miss the deadline?
Italy issues residence permits for a limited period - usually 1 or 2 years. You need to apply for an extension in advance: from June 2026 (D.Lgs 83/2026) the benchmark is 90 days before the card expires (previously 60); check the current rules on interno.gov.it. The extension procedure goes through the same KIT at the post office as the initial application - step by step in permesso renewal: instructions.
Documents required for extending the permesso di soggiorno in 2026:
Basic Package for Extending Residence Permit
- Passport - Valid foreign passport with copies of all pages with stamps
- Current Residence Permit - Copy of the valid (or expired) permesso di soggiorno card
- Income Confirmation - Tax declaration (730 or Redditi PF), bank statements, contract
- Housing Confirmation - Rental contract registered with Agenzia delle Entrate, or proof of ownership
- Insurance - Health insurance or proof of registration in SSN
- Marca da bollo - according to the community about 16 EUR, plus the fee for the electronic permesso (chats cite ~70-100 EUR); verify the current figures
They extended it for 1 year from the expiration date of the first residence permit. Paid the fee for 2 years - it didn't work. Milan. The questura decides how long to extend it, and they don't always give the maximum.
Don't Miss the Application Deadline
Formally, you need to apply for an extension in advance: from June 2026 (D.Lgs 83/2026) the benchmark is 90 days before the card expires (previously 60); check the current rules on interno.gov.it. If you are late - still submit your application, but the questura may impose a fine. A separate rule, unrelated to the filing window: if your residence permit has expired for more than 60 days and you haven't submitted - you risk losing your legal status.

Path to Citizenship: Residence Permit - Permanent Residency - Italian Passport
How many years from the first residence permit to Italian citizenship and what steps need to be taken?
The residence permit in Italy is just the beginning of the journey. The full chain looks like this: first residence permit (1-2 years) - extension of residence permit (every 1-2 years) - permanent residency (after 5 years) - citizenship (10 years of legal residence; according to the community the count runs from residenza registration). Each stage has its own requirements.
1. Residence Permit - Permesso di soggiorno
The first 1-5 years. Issued for 1-2 years, renewable. Tied to the reason (work, study, family). You need to actually live in Italy and not leave for long periods.
- Duration: 1-2 years
- Renewal: every time
- Language: not required
2. Permanent Residency - permesso UE per soggiornanti di lungo periodo (formerly CE)
After 5 years of continuous residence. An indefinite document. Requires an A2 Italian test, income not lower than the social minimum, and no criminal record.
- After: 5 years of residence permit
- Validity: indefinite
- Language: A2
3. Citizenship - Cittadinanza italiana
After 10 years of legal residence (according to the community the count runs from residenza registration); for EU citizens the community cites 4 years, and if married to an Italian citizen - about 2 years (per the community 1-3, depending on residence in Italy and children, see Italian citizenship by marriage). Requires B1 Italian, stable income, integration.
- After: 10 years of legal residence
- Language: B1
- Dual: allowed
When obtaining a residence permit from another EU country, the Italian residence permit would be revoked. But with permanent residency - no. Permanent residency provides stability: even if you temporarily move to another EU country, your Italian status remains intact.
Do not interrupt your residence
For permanent residency, you need 5 years of continuous residence. Per the community, leaving Italy for more than 6 months in a row (or more than 10 months total over 5 years) breaks the continuity - check the current conditions on interno.gov.it. The restrictions for citizenship are even stricter.

- Italian citizenship and passport: how to get it, timelines - after 10 years of residence, through marriage, jure sanguinis.
Typical Mistakes with Residence Permits in Italy: What Not to Do
What mistakes do immigrants with a permesso di soggiorno most often make and how can they avoid them?
Over the years, the immigration community has accumulated many stories about typical blunders. Here are the most common mistakes made by residence permit holders in Italy:
1. Letting the Residence Permit Expire
You need to apply for a renewal in advance: from June 2026 (D.Lgs 83/2026) the benchmark is 90 days before the card expires (previously 60); check the current rules on interno.gov.it. Many forget or postpone this. If your residence permit has expired and you haven't applied for a renewal, you are technically an illegal resident. The questura may deny your renewal or issue a fine. Set a reminder 4 months before the expiration date.
2. Leaving Italy Without a Receipt (ricevuta)
The ricevuta is your only document while waiting for your card. Without it, you may encounter problems at the border when returning. Always carry the ricevuta with you, especially when flying. Make several copies and keep a photo on your phone.
3. Error in Codice Fiscale - Codes 135/154
For those born in the former USSR the codice fiscale embeds a birth-country code: 135 is the correct "born in the USSR" code (for people born before 1991), while 154 is the code for Russia, which clerks sometimes enter by mistake. According to the community, such a mismatch between agencies can stall the issue of the permesso and block ISEE and benefits. Check the code right after you receive it; it is corrected through the comune (which has priority), after which the tax agency and the questura update their records. Details: codice fiscale for foreigners: how to get it.
4. Failing to Register Residence (residenza) on Time
Registration (residenza) is the basis for all other documents. Without it, you won't receive a tessera sanitaria, open a regular bank account, or obtain ISEE. Go to the comune in the first week after your arrival. According to the community, the count of years of legal residence for permanent residency (5 years) and citizenship (10 years) runs from residenza registration, not from the first residence permit.
5. Carrying a Long-Expired Receipt (ricevuta) Without Tracking the Status
The ricevuta carries a date, and according to the community, if the card is a long time coming, it is better to track the application status on the police website and check with the questura rather than walk around for months with a slip whose date has long passed. At the same time, there is no provision in the regulations that a date-expired ricevuta stops working - how to travel with it and what to show at the border is covered in travelling on the ricevuta: can you come back.
6. Long Absence from Italy
If you leave Italy for more than 6 consecutive months, you risk losing your residence permit upon renewal. The questura may deny your application, considering that you are not a real resident. For permanent residency, the restriction is even stricter - per the community, no more than 10 months of total absence over 5 years (check the current rule on interno.gov.it).
For the record: I flew with an expired residence permit and showed the ricevuta. They asked for an A4 paper - and that was it. In Italy, there were zero questions. But I wouldn't risk flying without the ricevuta at all - it's the only document you have while waiting for your card.

Frequently asked questions
How do you get an Italian residence permit: where do you start in 2026?
The order is the same for every basis: first you pick the motive (work, self-employment, digital nomad, study, residenza elettiva, family), then you get a visa D for it at the consulate, enter the country and file the KIT for the permesso di soggiorno at the post office (the benchmark is 8 working days from entry). As of 2026 the set of bases is the same as before, while the figures, income thresholds and quotas are revised every year - verify the current details on esteri.it and interno.gov.it. This is not legal advice.
Does buying property or investing grant an Italian residence permit?
Buying a home does not grant a residence permit by itself: real estate is not a basis for a permesso, it only closes the housing item in your document package. The investor route into Italy exists separately and according to the community requires large investments in government bonds, a company or an innovative startup; the thresholds change - verify the current details. Breakdowns of both questions are in separate articles, this is not legal advice.
How do you get an Italian residence permit through marriage?
According to the community, marriage to an Italian citizen or to a foreigner legally living in Italy gives the right to a permesso per motivi familiari - it is arranged in Italy through the questura, while a spouse abroad is brought in through reunification (ricongiungimento) or an al seguito visa. Citizenship by marriage is a separate story and needs years of residence plus a B1 certificate. Verify the current procedure on interno.gov.it, this is not legal advice.
Do the permit rules differ for Russians, Belarusians and Ukrainians?
The permesso bases themselves are the same for all third countries; the differences are in the filing: your own consulate and visa center, legalization of documents, access to bank accounts and payments. Belarusians have their own nuances with the embassy and the apostille according to the community, while for Ukrainians temporary protection and its conversion into an ordinary permit work separately. Verify the procedure for your country on esteri.it, this is not legal advice.
How many types of residence permit are there in Italy overall?
There are many types and subtypes of permesso di soggiorno, because each is tied to its own motive (type of visa D). In practice, Russian-speaking applicants are most often interested in 6-8 popular bases: employed work and self-employment, digital nomad, study, residenza elettiva, family and the route via art. 31. Verify the full list of motives and requirements on esteri.it and interno.gov.it - this is not legal advice.
What are Decreto Flussi quotas and who do they concern?
According to the community, the Decreto Flussi is an annual decree with quotas for entry on work motives (for example lavoro subordinato and lavoro autonomo); submission often goes during the so-called click days. Some bases - digital nomad, study, family - go outside these quotas. Without a decree in force, a visa on quota-based motives is not issued. Verify the current quotas on interno.gov.it - this is not legal advice.
Can you later change one type of residence permit for another?
According to the community, some bases can be converted (for example a lavoro autonomo permesso can be changed to another basis on renewal), while some statuses have no direct conversion. So it is better to choose the route deliberately at the start and think through the path to permanent residence in advance. Verify the specific conversion rules on interno.gov.it - this is not legal advice.
Which residence permit should I choose if I work remotely?
According to the community, two routes most often suit remote workers - digital nomad and lavoro autonomo, and the choice comes down to speed versus prospects. A detailed comparison is in a separate article, and the route matcher gives a quick orientation. This is not legal advice, see the final requirements on esteri.it.
Does buying property or opening a company grant a residence permit?
According to the community - no: neither real estate nor a Partita IVA are in themselves a basis for a permesso, you need a separate motive (work, self-employment, family, passive income). Detailed breakdowns of these myths are in this section. This is not legal advice.
Is there an option of a residence permit through a company representation?
According to the community and experts - yes, opening a representation (rappresentanza) of a foreign company in Italy can be a basis for a residence permit for the director of the representation and their family, and this route goes outside the Decreto Flussi quotas (under the special cases of the consolidated immigration law, art. 27). This is not a quick standalone lifehack: you need a real company, a director and a package of documents. Verify the current conditions on interno.gov.it and esteri.it - this is not legal advice.
Can you show income from your own sole proprietorship for residenza elettiva?
According to the community this is disputed: passive means income from rent, dividends, deposits, not from your work activity. Income through your own sole proprietorship was once counted as passive, but then refusals started coming on such applications. Nuance: if you are the director of your own company and manage it, the income becomes less passive. It is safer to show genuinely passive sources - check against current practice, this is not legal advice.
