The English-language original of the official European Commission document C(2022) 7111 final of 30.09.2022 - a communication on updated guidelines for issuing visas to Russian citizens after the full suspension of the EU-Russia visa facilitation agreement (Council Decision 2022/1500). Since September 2022 the standard EU Visa Code (Regulation 810/2009) applies to Russians. The document recommends that consulates apply enhanced scrutiny to applications, prioritize family members of EU citizens, dissidents, journalists and human rights defenders, and stresses that a 90/180-day Schengen visa is not a long-term solution and that the right to asylum is unaffected.
