About this document
The official checklist of the Comune di Torino for the cambio residenza procedure - changing your registered address when moving from another municipality, from abroad, or after deregistration. It covers all categories: Italians, EU citizens and non-EU citizens. For extra UE nationals a valid passport and a permesso di soggiorno (or a renewal application plus a copy of the previous one) are mandatory; for a first registration via family reunification - the nulla osta and translated apostilled kinship documents. A separate block covers housing: the full address with the unita immobiliare number, cadastral data, TARI data and the legal basis of occupancy (ownership, registered lease, gratuitous use with an APR form, living with others). Residenza is the key to the tessera sanitaria, ISEE and many services, so the anagrafe checks the grounds strictly. Forms and requirements are local - check with your own comune.

How to use it
Before visiting the anagrafe or filing online, gather the housing data per the checklist: lease registration details, cadastral data, the N.U.I. and TARI data - without them the application bounces. If you live with others or in comodato, get the APR form signed by the owner in advance. Turin forms differ in other comuni.
Why you need it
Necessary for all foreigners when registering a new place of residence in Italy. For non-EU citizens, it is a mandatory step along with having a permesso di soggiorno.
Key information
- For non-EU citizens (Extra UE) it is mandatory: valid passport; permesso di soggiorno or carta di soggiorno (or application for extension + copy of previous one); for first-time obtaining through family reunification - nulla osta Sportello Unico + documents of kinship (translated and apostilled)
- For EU citizens arriving from abroad: document proving the right to stay (for workers - employment contract or last payslip with INAIL/INPS matriculation; for self-employed - Partita IVA or registration in CCIAA; for non-workers - private health insurance + proof of financial means of at least €6.085,43 + €3.042,71 for each dependent)
- For housing it is mandatory: full address with N.U.I. (numero unita immobiliare), TARI data, cadastral data, basis for housing use (ownership, rental, free use, living with a tenant, etc.)
- For rental: registration details of the rental agreement or a copy of the agreement + owner's document
- For free use (comodato d'uso verbale): Mod. APR 058 signed by the owner
- For living with others: Mod. APR057, APR063 depending on the situation
- Snellimento: through the conventional service it is not possible to register individuals without a fixed residence or foreigners without proper residence permits
