If you were already registered in Italy and are moving to another apartment or another city, you do not need to obtain registration anew but to transfer it - this is called cambio . The procedure is close to the first registration but is set up as a declaration of moving: the new comune itself contacts the previous one. This is not legal advice but an overview based on community experience; the specific forms and checks depend on the comune and your titolo di occupazione, so verify the details on official sources.

In brief: community data. What people most often report about changing registration (timelines are approximate, community-reported, verify with your comune):

  • Vigile visit. The formal term for the check is up to 45 days, but in the community's experience they usually come sooner: reports range from the 4th day and a couple of weeks to a month or a month and a half.
  • Residenza date = day of filing. Registration counts as effective from the date of the application (avvio del procedimento), not from the day everything is confirmed; the day of filing is what later goes into the carta d'identita.
  • Big city vs small comune. In large cities (Milan, for example) the application is often filed online and the check comes quickly; in small comuni people more often go to the anagrafe in person, and timelines are less predictable.
  • Name tag - right away. Since the visit time cannot be predicted, the most common advice is to put your surname on the intercom and the door on moving day; it is the name tag that has repeatedly helped when no one was found at home.
  • TARI is recalculated. After the move the waste tax is closed at the old address and opened at the new one; members advise checking that the old account is really closed, otherwise you can end up paying twice.

How cambio residenza differs from the first registration

With the first residenza a person is entered into the comune's anagrafe for the first time. With cambio residenza you are already in the system and simply declare that you have moved to a new address - in the same comune or another one. The key difference is in the logic: you usually do not need to "deregister" separately at the old place. You submit the application where you are moving to, and the new comune itself requests the deregistration (cancellazione) from the previous one. According to the community, because of this the two comuni "exchange" your data for some time, and during the transition period you are listed as in the process of re-registration.

I thought I would have to go and deregister in the old city. It turned out none of that was needed: I submitted the application in the new comune, and they themselves sent the request to the old address. I only checked afterwards that I had been removed from there.

What documents are needed to change your registration

The basic set is similar to the first registration and depends on citizenship. According to the community, for citizens of countries outside the EU (extra UE) they usually ask for:

  • a valid passport;
  • the residence title - or ; if the permesso is up for renewal, the renewal application () plus a copy of the previous permesso will do;
  • the Italian carta d'identita, if you already have one;
  • data on close relatives (parents' surnames, spouse's details, date and place of marriage) - they are often entered into the application.

For EU citizens arriving from abroad the set is different: for the employed - an employment contract or the latest payslip with the INAIL/ reference number; for the self-employed - a or an active CCIAA registration; for the non-employed - private health insurance for at least a year plus proof of financial means not below the level of social assistance (through the Mod. APR 047 form). The exact amounts "according to the community" are time-dependent, verify the current details in your comune.

What the titolo di occupazione and the Mod. APR forms are

A separate block is confirmation that you have the right to live at the new address. It is called the titolo di occupazione, and without it the application will not be accepted. According to the community, in the form you indicate the full address with the staircase number, floor and internal apartment number (interno), as well as the cadastral data of the housing and the surname of the person in whose name the waste tax TARI is registered. The basis itself depends on your role:

  • owner - the cadastral data of the property;
  • tenant or comodatario - the details of the registered contract or a copy of it plus the owner's document;
  • free use "by word of mouth" (comodato d'uso verbale) - the Mod. APR 058 form, signed by the owner, and their document;
  • living together with the owner or tenant (convivente) - a copy of the document of the already registered resident plus the cadastral data or the contract details;
  • living as a separate family unit at a tenant's - the Mod. APR 057 form, signed by the owner;
  • living as a separate unit at an owner's - the Mod. APR 063 form;
  • domestic workers (badanti, colf) - the employment contract plus the employer's housing title and their document;
  • students in a university residence - a self-certification about the allocation of a room.

According to the community an important nuance: if you are registering with someone who already lives there, you usually need their consent and a copy of their document (and if they are also extra UE - their permesso too).

I moved into a room with a family where the owner was already registered. I brought not just the contract but the APR form she signed - without it they said at the window the application would not be accepted. It is better to clarify in advance which exact form is needed for your situation.

Mod. AP/4 and AP/57: what they are and how to fill them

Mod. AP/4 (in some comuni and in searches also Mod. APR/4, "modulo apr 4") is the single national dichiarazione di residenza form used in any comune to declare both a first registration and a cambio residenza. Codes such as AP/57 (APR 057, often written "mod apr057"), AP/58 and AP/63 are local attachments to it that, according to the community, Turin for example uses: declarations by the owner or an already registered resident that you really live at the address. You get the forms on your comune's website (the anagrafe or servizi demografici section) or directly at the anagrafe counter. What fields Mod. AP/4 is made of

By the official dichiarazione di residenza template (interno.gov.it) the form is built from several blocks:

  • Declarant's data: surname (cognome), given name (nome), date and place of birth, citizenship (), , marital status (stato civile).
  • Other family members moving: the same data for everyone moving with you, plus the relationship.
  • New address: comune, street (via), house number (numero civico), staircase (scala), floor (piano), internal apartment number (interno).
  • Titolo di occupazione dell'alloggio: the basis for living there - owner (proprietario), a registered lease (contratto di locazione registrato) with its series, number and registration date, or another basis (altro titolo) - which is exactly where annexes like AP/57 go.
  • Signature and submission method: the date and signature go at the bottom; the header marks how you file - in person at the counter (sportello), by registered mail (raccomandata), by fax or by email/.

A synthetic filled-in example (all values fictitious): declarant IVANOV IVAN, date of birth 01/01/1990, place of birth Mosca (Russia), cittadinanza russa, codice fiscale VNAIVN90A01Z154K, stato civile celibe; new address - Comune di Torino, Via Roma 10, scala A, piano 3, interno 7; titolo - contratto di locazione registrato, serie 3T, numero 1234, registration date 15/09/2026.

Annex AP/57: who signs it and what it says

AP/57 (APR 057) is filled in and signed not by the declarant but by the person you are moving in with: according to the community it is a declaration by the property owner (proprietario) consenting to a separate family unit registering at their address. Turin's official form, with its note on when it is needed, is in the library: Mod. APR057 - the owner's declaration of consent (with Mod. APR059 for a tenant's consent). The exact set of fields for these local annexes differs between comuni, so take your own comune's form; the typical structure is:

  • Signatory's data: surname, given name, date and place of birth, codice fiscale of the owner or the already registered resident.
  • The housing in question: the same address as in AP/4, plus the cadastral data (foglio, particella, subalterno).
  • The consent statement itself: confirmation that the signatory allows the declarant to live and register at the address.
  • Signature and a copy of the signatory's ID (for extra UE - their permesso too).

A synthetic example (all values fictitious): the AP/57 form is signed by owner ROSSI MARIO, codice fiscale RSSMRA70A01L219X, stating that in his apartment at Via Roma 10, Torino (foglio 100, particella 200, subalterno 5) IVANOV IVAN registers as a separate unit.

How to submit the application for cambio residenza

According to the community the change-of-registration application (dichiarazione di residenza) is submitted to the anagrafe of the new comune - in person, by post, by email or PEC, depending on what the comune accepts. The documents from the sections above are attached to it. After accepting the application the comune is obliged to enter the change into the register fairly quickly, and only afterwards carries out the checks. That is, formally you are listed at the new address even before all the checks are completed.

According to the community, through a simplified "convention" service (for example through a visa agency) you cannot register a person without a fixed residence or a foreigner without a proper residence title - in such cases you go directly to the comune.

A couple of practical details according to the community:

  • in many comuni the entire procedure is handled by correspondence by email or PEC: you send the anagrafe a letter with the data and scans, in case of errors they ask you to supplement it, and then they send confirmation of the start of the process (avvio del procedimento) - and it is precisely from that moment that the residenza starts to take effect;
  • if at the window they say "you cannot do it that way" or do not know the rules for your situation, according to the community it helps to ask to call the head (capo / responsabile) - the senior employee usually knows the law better than the person at the counter.

I did not have to go anywhere in person: I sent everything to the email of my comune's anagrafe, they replied that something was missing, I sent it over - and a letter came saying the process had started. They set the residenza date as the day of submission, even though I received the card itself much later.

What the vigili check and why actual residence matters

After submission the municipal police (vigili urbani / polizia locale) may come to the new address to make sure you really live there. According to the community they look at simple things: whether there is a nameplate with your surname on the intercom and the door, whether they find you at home, whether the housing looks lived-in. If the check does not confirm actual residence, the registration may be cancelled retroactively - and that hits everything tied to it: the permesso, healthcare, documents.

I put my surname on the intercom the same day I moved in. The vigili came a couple of weeks later, found no one in, but the nameplate was there - and that was enough, they left a note. Acquaintances who had no nameplate had to prove residence all over again.

How long to wait for the residenza check (vigile)?

According to the community the formal period for the check and activation is up to 45 days, but they often come earlier: they look at the documents, passports and the basis for residence, and a few days later the residenza is considered arranged. The time of the visit cannot be guessed in advance, so it is convenient to put up the nameplate right after moving in.

I submitted online - the check arrived already on the fourth day. A few days later the documents that the check had passed and everything was in order were uploaded to my comune account. So do not delay with the nameplate: they may come quickly, not after all 45 days.

What changes with TARI, the cadastre and documents after moving

A change of address entails several consequences. The main one according to the community is the waste tax TARI: at the old address it is closed, at the new one it is opened for your household and the floor area of the housing. It is useful to make sure the previous account is really closed, otherwise you can end up paying twice for a while. In addition, after moving you usually update:

  • the carta d'identita () - it states the address, and it is changed to the new residenza;
  • the link to the doctor and the ASL - the family doctor is usually chosen by the new place of residence;
  • the address at the bank, with the telecom operators and in the utility contracts;
  • the address in the records linked to the permesso, if the or requests it.

A separate nuance for those who entered Italy by car: according to the community it is precisely from the moment of residenza that the countdown for foreign plates starts - you can drive a car with foreign plates only for a limited period (according to accounts - on the order of a few months), after which you need either registration in Italy or to take it out; and a foreign driving license is valid for about a year after residenza, after which you get an Italian one. The specific timing is time-dependent - verify the current details.

Many people perceive registration only as an "address for letters", but it is precisely from the residenza date that several clocks start ticking at once: the deadline for a local license, the deadline for a car with foreign plates, the countdown of the residence period toward permanent residence.
