Mod. APR057: owner's declaration of consent to a residenza change (Turin)

An official Comune di Torino document, linked from the page «Richiedere il cambio dell'indirizzo di residenza in Torino» under «Cosa serve» (prospetto riepilogativo). Page one is a table: for each situation (owner, lease, ATC housing, comodato, guest, living with an employer, student residence, building caretaker) it says which point of the residenza declaration to fill in and what to attach. Then come two forms under art. 47 DPR 445/2000: Mod. APR057 Rev. 1, the consent of the owner, co-owner or usufruttuario to moving a residenza into their flat, and Mod. APR059 Rev. 1, the same consent from a tenant or comodatario. The forms are Turin's own - other comuni use their own forms and numbers.

How to use it
Find your situation in the table on page one. If it says to attach «mod. APR057», print page two, have the owner fill it in and sign it, and attach a copy of their ID to the residenza declaration (online with SPID/CIE/CNS or by appointment at the anagrafe). If you are the guest of a tenant who does not live there, both forms are needed - APR059 from the tenant and APR057 from the owner. The declaration is due within 20 days of the move.
Why you need it
Needed when you register your residenza in Turin in a home that is not yours. Per the Comune di Torino sheet, APR057 is attached if you live under a verbal comodato, are a guest of the owner, move in with an owner who lives there, or are a guest of a tenant who is not resident in the flat. The owner signs the form and attaches a copy of their ID.
Key information
- Who signs APR057: the proprietario, comproprietario or usufruttuario of the flat in Turin; a copy of their ID is attached.
- What it declares: the owner consents to the named person and their family (nucleo familiare) moving their residenza into this flat.
- If the owner lives in the flat, they also tick whether marriage, kinship, affinity, adoption, guardianship or vincoli affettivi link the newcomers to the family already resident.
- The declaration is made under art. 47 DPR 445/2000: false statements carry criminal liability (art. 76) and loss of any benefit obtained (art. 75).
- When APR057 is needed per the sheet: a verbal comodato or a guest of an owner not resident in the flat; moving in with a resident owner; a guest of a tenant or comodatario who is not resident there (then APR059 + APR057).
- Mod. APR059 is the same consent from the tenant or comodatario, with the registration details of the contract at the Agenzia delle Entrate; if they are not resident in the flat, APR057 from the owner is also needed.
- Owners, tenants and comodatari with a registered contract and usufruttuari do not need APR057: they fill in point 1, 2, 4 or 5 of the residenza declaration.
- Instead of the self-declaration, copies of the documents can always be attached (Comune di Torino sheet).
- Per the Comune di Torino page: the residenza declaration is filed within 20 days of the move, online with SPID, CIE or CNS or by appointment; the check, including a Polizia Locale visit, takes up to 45 days.

If the owner lives in the flat

Liability for false statements
