Lost or stolen passport in Italy: what to do

Passport or permesso stolen in Italy: file a denuncia, get a Russian return certificate in 2 days, and a duplicate permesso through the KIT for 76.46 euro.

If your passport or permesso di soggiorno is stolen or lost in Italy, the order is: 1) report it to the police (denuncia), 2) your country's consulate - for a temporary travel document or a new passport, 3) a duplicate permesso through the postal KIT. You will need a copy of the denuncia at every step. Below are the requirements from the official pages of the Polizia di Stato, the Carabinieri, Poste Italiane, the Italian Foreign Ministry and the Russian Foreign Ministry (checked 30.09.2026), and what people report in Russian-language chats about Italy. In short: step by step

Denuncia: at the Polizia di Stato or the Carabinieri. A passport or permesso cannot be reported online without a visit; the Carabinieri accept an online pre-report that must be confirmed in person within 2 days.
Visitor from Russia: a certificate of return from the Russian consulate (Rome, Milan, Genoa, Palermo) - usually in 2 calendar days, valid for no more than 15 days, only for entering Russia.
Living in Italy: a new international passport from the consulate where you reside, processed in up to 3 months.
Permesso: a duplicate through the KIT at the post office - 16 + 30.46 + 30 = 76.46 euro, with a copy of the denuncia.
Permesso lost abroad: a re-entry visa (visto di reingresso) from an Italian consulate, only after the questura's nulla osta.

Step 1. Denuncia: reporting the theft or loss

Reports are taken by the Polizia di Stato (questura, commissariato, railway police - Polfer) and the Carabinieri (Comando Stazione). A passport or permesso has to be reported in person. What is available online:

Bring whatever document you still have (a second passport, a driving licence, photos of the passport pages), your address in Italy and an exact account of where and when things went missing. Ask for a copy of the denuncia: the consulate and the questura both require it.

Per the community it will not be quick: the chats describe a 6.5-hour wait at a police station in Milan (2025), and in summer 2026, after a break-in at a closed car park, the police did not come to the call and the station closed at 19:00. Allow half a day.

Step 2. A Russian passport: certificate of return or a new passport

Russian consular offices in Italy, according to kdmid.ru: the consular section of the embassy in Rome (Via Nomentana 116) and the consulates general in Milan (Via Sant'Aquilino 3), Genoa and Palermo. There is no consulate in Naples. Booking and general rules are in Russian consulates in Italy.

You are travelling: the certificate of return

The certificate of return to the Russian Federation is issued to people who need to go home without an international passport. The procedure under Russian Foreign Ministry order No. 24518 of 04.12.2023 (as amended in 2025):

The application can be filled in in advance at reentry.kdmid.ru. The order does not list a police report, but consulates ask for one in practice (for example, the Russian consulate in Warsaw, whose page also says the document is issued free of charge). The Russian consulate websites in Italy on mid.ru did not open from a European IP on 30.09.2026, so call your consulate before going.

Two witnesses is the most common problem in the chats: about 8 cases in 2025-2026 in Milan and Rome, usually "flight tomorrow, no internal passport with me". People searched the chat for strangers with Russian citizenship willing to come and vouch for them. A photo of the passport on your phone helps but does not replace the witnesses, so keep a photo or copy of your internal passport in the cloud.

Transit. The certificate is valid only for entering Russia; whether you are allowed through a connection is up to the transit country and the airline. Per the community (4 reports) the consulate advises flying airside-only transit, for example via Istanbul; in October 2025 a chat member described being refused boarding to Georgia. Questions about connections in Thessaloniki and Portugal went unanswered.

You live in Italy: a new international passport

For people living abroad, a new international passport is issued by the consulate in the country of residence, in up to three months (kdmid.ru). The set of documents includes a statement on the loss of the passport, and a new passport is not issued until the old one is recorded as invalid. The consular fee on kdmid.ru is given in US dollars: 35 for the old-style passport and 90 for the biometric one. Citizens of Belarus

The Embassy of Belarus in Italy issues a certificate of return on the basis of a police document about the loss or theft. The consular fee is 20 euro, the validity is usually up to 30 days, and applications are also accepted by post (italy.mfa.gov.by).

Step 3. A duplicate permesso di soggiorno

A stolen or lost permesso is replaced with a duplicate (duplicato) through the postal KIT - the yellow-stripe envelope, as for a renewal. According to a questura's list (a PDF on questure.poliziadistato.it, February 2026) and the portaleimmigrazione.it fee table:

Per the community (about 8 cases in 2025-2026), residents went the same way: denuncia, then a new KIT or reissue through the post office. The most frequent question is whether you can leave and come back with the ricevuta and the denuncia; what the rules say about travelling while it is processed is in travel on the ricevuta.

Permesso lost abroad: visto di reingresso

If your permesso is stolen on a trip, the way back to Italy is a re-entry visa (visto di reingresso) from the Italian consulate in the country where you are. According to the pages of Italian consulates (Paris, Minsk):

a copy of the police report of that country is required;
the visa is issued only after the nulla osta of the questura that issued your permesso;
the answer can take up to 90 days;
it is a type D visa; the consular fee in Minsk is 116 euro.

After returning, apply for the duplicate through the KIT (step 3) and have the foreign report confirmed in Italy.

Where things get stolen: chat reports

From April to September 2026 thefts and losses came up 148 times in the chats (56 messages in July, 47 in August); the summer peak is mostly general pickpocket talk rather than incident reports, and there were about 8 actual document cases. Places that recur in the 2025-2026 accounts:

Milan: Piazza del Duomo (a bag with a whole family's passports, a wallet), the metro, Centrale station.
Rome: the metro (Termini, Spagna), Trastevere - Termini buses, near the Colosseum, inside a church.
Florence: a shop fitting room, Piazzale Michelangelo.
Trains: Milan - Florence, a Genoa-bound train, a bag left on an Italo train.
Venice: the bridge by the station, where people "help with your suitcase".
Cars: break-ins at car parks in Rome and at a closed multi-storey car park.
Beach and luggage: a bag on the beach, a suitcase opened on arrival in Naples (August 2026).
