According to the community, each post office can issue a limited number of KIT booklets and enter a limited number of applications into the system per month (at one office they named a figure on the order of a hundred). • The nulla osta for reunification is issued by the prefecture, not the questura. The competencies of these two agencies are confused most often: the Sportello Unico at the prefecture is responsible for family reunification, while fingerprints, issuance, and renewal of the permesso are the questura. Parma is a calm province, and the general mechanics here are standard, but I will not undertake to promise any guaranteed timelines for it: there is little verified statistics specifically for this city. It is safer to plan on the principle of "it may be fast, or it may drag on for months" and not tie your tickets or starting work to an optimistic date.

I came for a KIT booklet, and at the post office they threw up their hands: the limit for this month is reached, come next month. I did not know that the office even has a cap on issuance. • The photo needs to be of fototessera standard, not amateur. The shot is taken at a photo studio to the Italian format (face-on, without extraneous backgrounds), and smartphone shots are not accepted at many questuras. Make a couple of ready photos in advance, so as not to run around on the day of the visit.
• A supply of duty stamps (marca da bollo). Stamps with a face value of 16 euro go on various papers in the course of processing, and they are sold for cash at a tobacconist. Verify the face value and the number of stamps currently and keep a couple in reserve - you cannot buy them at the questura itself.
• Children under 14 are not fingerprinted. The child is entered into the parent's case, a separate set is not needed for them, but it is worth taking the child's passport and photo, and somewhere they ask you to sign on their behalf. With family reunification the logic differs, and sometimes the matter is resolved separately - that is already beyond the scope of an ordinary submission.

Saturday reception hours at a small questura turned out to be almost without a queue - I went in and out in half an hour. On weekdays about twenty people crammed into the same office. If you have a flexible schedule, it makes sense to aim for Saturday.

On the day of fingerprints it almost fell through over a trifle: I brought photographs printed at home, and they were not accepted - the fototessera format from a studio is needed. Luckily there was a spot nearby where they reshoot in five minutes. The advice is simple: ready, correct photos and a couple of marca da bollo in your pocket save you from extra running around.

I could not make it to the scheduled fingerprints and naively thought I would simply drop by on another day. But it turned out a new date has to be requested separately, and it was given much later than the original. Because of one missed appointment I lost a fair amount of time. Better to find out the rescheduling procedure in advance than to catch up to the queue later.

How to check the status of the case and what the SMS has to do with it

The status of the practice is checked on the police site by the case number. This number starts with the province's letter code and is written in by hand right during fingerprinting, or the status is checked by the password from a separate instruction issued after fingerprinting. The meanings of the indicators on the site read as follows:

• Blank or a mark of absence from the archive - the case has not yet entered the system.
• Orange cross - the case is in progress.
• Red cross - a document is missing or a problem has arisen that needs to be sorted out.
• Green check - the card is ready for issuance.

An important caveat: the SMS about readiness does not always come. There were cases when the card was already at the questura, but the notification still did not arrive - by the community's sense, in roughly every third or fourth case the SMS is absent. Do not make the SMS the only signal. A working way to find out the status without a notification is to come during reception hours and arrange an appointment slip on site for an inquiry; somewhere the appointment by such a slip ran noticeably ahead, so take it in advance.

On the site a red cross hung for months, there was no SMS, and I was already bracing for a problem. But the card, as it turned out on a personal visit, had long been lying in the issuance window. The site and reality sometimes live separate lives - check with your feet.

I found out my card was ready by chance - at another institution where I dropped in on a completely different matter. There was still no official notification. Since then I advise everyone not to wait for the SMS but to go and ask themselves.

Local quirks: the country-of-birth code and the tax code

A separate typical problem for those born in the USSR is the country-of-birth code. The correct code for people born on the territory of the former USSR differs from the erroneous code of Russia, and because of such confusion the printing of the permesso in Rome can get blocked. Another practical point about timelines: residenza at the comune can usually be started already on the postal submission receipt, without waiting for the finished plastic. Registration pulls along a medical card and much else, so there is no point dragging it out because of waiting for the card - check at your comune whether they accept the application on the ricevuta.

I waited several months for the plastic for nothing before going for registration: it turned out the comune accepts the postal receipt too. As soon as I applied for residenza, the medical card and the rest moved along too. Do not repeat my mistake - go to the anagrafe with the receipt, do not wait for the card.

When the case stalls: losses, delays, and an official request

Lost documents and stalled cases happen even in calm provinces. In some cases the questura lost the paid receipt, in others the case hung in processing for more than half a year and moved only after an official request by secure email.
