The main surprise of moving to Italy is not the language or the prices, but the fact that almost nothing can be done in one place. Instead of a single window you face a map of a dozen agencies, and each is responsible for its own piece: somewhere they issue the tax number, somewhere the registration, somewhere the medical card, somewhere the permesso itself. This article is an overview map according to the community: who is responsible for what, by what logic it all works (appuntamento, marca da bollo, PEC, raccomandata) and why it goes so slowly. The main principle: a single window does not exist
Before going through the agencies one by one, keep in mind two things the community repeats most often. The first: Italy has no single portal where everything is described in plain language, and there are no unified forms. Every questura has its own modules, every comune its own windows and its own rules, and the same document is called something different in the neighboring city and arranged differently. The second: the human factor decides almost everything here. The same application will be turned away by one clerk and arranged in five minutes by another - so politeness, patience and a willingness to come again work better than citing the law.
For six months I searched for that one correct site where it is written how to do it properly. There is no such site. Every agency has its own page, its own forms and its own logic, and half the answers are a matter of luck with the person at the counter. When I stopped looking for a single set of instructions and started verifying each step on the site of the specific office, it got a lot easier.
From this follows a practical conclusion: do not look for a single source of truth. Verify every requirement on the site of exactly that agency and that city you are going to, and where possible clarify it in writing. Below are the agencies themselves.
Questura and ufficio immigrazione: the permesso and fingerprints
The questura is the provincial police headquarters, and within it the ufficio immigrazione (the immigration department) handles everything connected with the residence permit: taking fingerprints, issuing and renewing the permesso, the nulla osta. This is the central agency for status. You get here after submitting the kit - you receive a date for fingerprints (appuntamento per fotosegnalamento), bring the originals and the rental contract, and later collect the finished plastic. According to the community, the timelines here are the most unpredictable: in one city they book fingerprints two weeks out, in another - for the end of autumn, and in the big megacities the queue for entry is taken early in the morning.
Every questura has its own site and its own forms, there is no single template - you have to accept this as a given. It is convenient to verify the timelines for specific questuras and where it is historically faster in a separate overview: timelines by questura. The hardest thing for a person at the questura is the unpredictability of the timelines, not the procedure itself. A booking for fingerprints is given two weeks out in one city and six months out in the neighboring one, and there is almost no way to influence it. So plans like "I will submit and fly home in a month" are dangerous: while you hold only the ricevuta and not the plastic, you are tied to the country. Allow months for the permesso, not weeks.
Prefettura and Sportello Unico per l'Immigrazione
The prefettura (the territorial representation of the Interior Ministry) and its Sportello Unico per l'Immigrazione (SUI, the single immigration window) are about family reunification, work quotas and integration. It is precisely the prefettura that reviews applications for the nulla osta for the family and handles matters of the accordo di integrazione - those very integration points that are later needed to renew the permesso. According to the community, the points can be topped up in various ways (an orientation course about Italy, a language certificate), and if you missed the automatically assigned lesson because the notification never arrived, this is usually not a catastrophe - there are alternatives. Review at the Sportello Unico on family grounds can take up to six months.
The logic of the division is this: the prefettura grants permission for a family member to enter and oversees integration, while the questura then arranges the status for the one who has arrived. At the prefettura they warned us that the orientation lesson is assigned automatically and the notification should come by mail - the letter, of course, did not come, and formally we missed it. But the woman at the counter calmly explained that it is nothing serious, the points are topped up another way. The main thing is not to panic over a missed letter, here it is routine.
Comune and ufficio anagrafe: registration and the Carta d'Identita
The comune is the town hall, the municipality, and within it the ufficio anagrafe keeps the register of residents. You come here for residenza (registration) and for the Carta d'Identita - the identity card. The order is strict: first registration, and only then, at the place of registration, the identity card. Apply for residenza as early as you can - per the community many get registered on the ricevuta for the permesso application, without waiting for the card; check the order at your comune and in the article on registering residenza at the anagrafe. An appuntamento at the anagrafe in large communes is sometimes given six to eight months out, so it is better to take a slot at once. After registration a vigile (a municipal police officer) may come to check that you actually live at the address.
An important nuance: registration at the anagrafe automatically makes you a tax resident, so treat it deliberately. The comune also issues certified copies and the certificato di residenza - some certificates are self-certified, some require a marca da bollo. Our appuntamento at the anagrafe was given seven months out - at first I did not believe it. They do not make the identita card without registration, they do not arrange registration without a rental contract, and the originals have to be brought in person. This is not a single action, it is a chain where each link waits for the previous one. Better to find out the timelines in your commune in advance and not make plans down to the wire.
Agenzia delle Entrate: the codice fiscale and taxes
The Agenzia delle Entrate (the tax authority) issues the codice fiscale - a 16-character tax number without which absolutely nothing is done in Italy: not a bank, not a rental, not a Partita IVA, not a medical card. According to the community, the codice fiscale is often obtained even before the move, by letter through the consulate, and on the spot you take a ticket at any nearest tax office, bring your passport, visa and the page with the entry stamp. It is also here that they correct errors in the code (for example when someone born in the USSR is mistakenly assigned the code for Russia) and merge two different codes into one. The personal account (cassetto fiscale) on the tax authority's site opens via SPID or CIE.
If the place of issue in the code is listed as "consulate", for the tessera sanitaria it sometimes has to be changed at the local Agenzia delle Entrate - the number itself does not change. The codice fiscale issued by the consulate in Moscow was accepted both at the school and for the permesso, but for the tessera I had to go to the local Agenzia delle Entrate and change the place of issue. The number itself stayed the same, only the line about who issued it changed. A trifle, but without it they would not arrange the medical card.
INPS: contributions and the personal account
INPS is the Italian pension fund and at the same time the social-security body: this is where the self-employed contributions go, it is also where the ISEE and benefits are arranged and where you check that the contributi have actually been credited. For a self-employed person on forfettario the main practical thing is the gestione separata (a separate management) and the contribution rate, which is calculated from a share of the revenue. The personal account on the INPS site opens via SPID or CIE; according to the community, the old PIN codes for login that were once issued at the office are in many cases no longer used, although locally the rules sometimes diverge from what is written on the site.
The ISEE (an indicator of a family's material situation) is filled out through a special form - on the INPS portal, via SPID or at a CAF; the discounts and benefits depend on it. Details are in ISEE and DSU, and the contributions and tax calculation are in money and taxes.
With INPS newcomers make two frequent mistakes. The first is thinking that someone will calculate and pay the contributions themselves; no, you (or your commercialista) are responsible for the gestione separata and the deadlines. The second is putting off access to the personal account: without SPID or CIE you will not see whether the contributi have been credited, and this will surface at renewal. Set up digital access in advance and check the contributions periodically.
ASL and healthcare: the tessera sanitaria
The ASL (Azienda Sanitaria Locale) is the local health authority through which the tessera sanitaria (the medical card) is arranged and you are attached to a medico di base (a family doctor). According to the community, for a number of permesso bases (for example lavoro autonomo) a temporary tessera sanitaria is sometimes free, but the practice across ASLs diverges: at one office they refuse, at another they arrange it in five minutes - and this again is pure human factor. If at one ASL they do not cooperate, it is easier to go to another than to argue on the spot.
It is worth knowing the difference between the ordinary tessera and the STP (the policy for those in the country irregularly): with a legal D visa and a ricevuta you are entitled precisely to the tessera, and you do not need to agree to the STP instead. The first time at the ASL they refused us the tessera, and we were already getting ready to go a second time citing the law. But on the second visit they arranged everything in five minutes and without any laws - we simply got a different clerk. The takeaway: one refusal is not yet a refusal of the system, sometimes it is enough to come again or to a different office.
Poste Italiane: the kit and registered letters
Poste Italiane is not only the post office but also a document-submission point. The kit (kit giallo, the yellow envelope) for the permesso is submitted precisely through a post office with the Sportello Amico sign; the blank modules are also taken there. According to the community, not all offices have the envelopes and not everywhere do they accept them, so it is advised to submit at the central post office and to ask for the modules to be filled in advance - it happens that at peak times they get snapped up. The system prints the fingerprint date automatically, and the postal clerk does not change it; sometimes, though, only a promise of a letter comes, which then gets lost.
Through the post office also go raccomandata (registered letters) - the official way to send a document with a receipt when you need a proven date of dispatch. In some cities the finished permesso is also brought by the postal clerk against a signature. What exactly to put in the envelope is in the kit and the permesso.
At the post office the documents are accepted by an ordinary postal clerk: he checks the passport and the name on the form - and that is it, he does not really scrutinize anything. But the fingerprint date is printed by the automation, you cannot change it on the spot. The main advice is not to go submit on the last of the eight days and to get the modules in advance, because a small office may simply have no envelopes.
Patronato and CAF: where they help for free
Patronato and CAF are social services (attached to trade unions and not only) that help foreigners with the papers for free or for a symbolic fee: filling out the kit, arranging the ISEE, checking the set before submission, sometimes submitting on your behalf. According to the community, this is precisely where you are advised to go if you cannot fill out the form yourself or need a live person to explain what goes where. This is not the same story as a paid intermediary: the service is social, and responsibility for the documents stays with you.
The downside is that the queues and timelines can also be long (submitting through a CAF can stretch out the wait for residenza), and for some operations SPID will be needed anyway. But as an entry point into the system for a newcomer without the language, this is one of the most useful addresses. The digital access that will come in handy almost everywhere is in SPID and PEC and CIE.
When I got stuck filling out the kit, I was advised to simply go to a patronato or CAF - and there they really did help me for free figure out what to write. For a person without Italian this is a lifesaver: you do not pay an intermediary and at the same time you do not send the envelope blindly. There is one downside - there is a queue to them too, so it is better to go in advance, not a day before the deadline.
The rules of the game: appuntamento, marca da bollo, PEC, raccomandata
On top of all the agencies the same set of mechanics works - master them once, and afterward it gets easier:
- Appuntamento - a booking for an appointment. Many agencies (anagrafe, questura, the tax authority) cannot be reached without one; you book online on the office's site, by PEC or in person. The slot may be a couple of weeks out or several months - this depends on the city and the season, not on you.
- Marca da bollo - a tax (revenue) stamp used to pay the fee. The most common denomination is 16 euro; you buy it at a tabaccheria (a sign with the letter T), as a rule for cash. Keep a reserve: the same procedure sometimes requires two.
- PEC (Posta Elettronica Certificata) - certified mail with the force of a registered letter. Many agencies officially reply only by it, and without PEC you sometimes cannot book. To register you need an Italian number and a codice fiscale, so it is worth setting up in advance.
- Raccomandata - a registered letter with a receipt; a way to send a document with a proven date when it is important to record the fact of the application.
- Codice fiscale and SPID/CIE - the cross-cutting keys: the first is needed literally everywhere, the second open the personal accounts of INPS and the Agenzia delle Entrate and most online bookings.
At the start it infuriated me that for every piece of paper you have to run to the tobacco shop for a 16-euro stamp, and for any appointment to book months out. When I realized that this is just the rules of the game and not personally against me, it got easier: I keep a couple of stamps at home in reserve, I set up PEC right away, and half the sudden roadblocks fell away.
How to survive it: a practical mindset
The map of agencies looks frightening, but it is survived fine if you keep a few things in mind. Allow months, not weeks, for getting settled: the codice fiscale, the kit, fingerprints, registration, the medical card, the bank - this is a chain where each step waits for the previous one. Prepare the documents in advance (the apostille, certified copies and a sworn translation are cheaper to start while still at home - see document legalization), and on the spot always verify the requirement on the site of the specific agency, not in someone else's chat. One refusal is not a verdict: sometimes it is enough to come again or to a neighboring office. And remember that politeness and patience are valued higher here than legal arguments.
