Residenza elettiva 2026: income from about 31,000 euro a year, a housing contract, insurance. Documents for the D visa and the KIT renewal, fees, refusals.

In short: residenza elettiva is granted to someone who can live in Italy without working there. You need three things: housing in Italy, your own stable income of at least three times the Table A amount (consulates round it to "about 31,000 euro a year" for the main applicant) and health insurance. The requirements are written in point 13 of Annex A to interministerial decree No. 850 of 11 May 2011; each consulate publishes its own list of papers. The renewal is filed with the same set through the postal KIT. Below are the figures from official pages (checked on 30.09.2026) and what chat members wrote in 2023-2026. In brief: figures and facts (checked 30.09.2026)
- The legal threshold is a formula, not a sum: at least three yearly amounts from Table A of the Interior Ministry directive of 1 March 2000. The amount is 27.89 euro a day, i.e. 10,179.85 euro a year; tripled, 30,539.55 euro. The consulate in Paris says "about 31,000 euro" and calls it only a starting point.
- Visa documents in Moscow: 7 items on the Consulate General's list (July 2026); the passport must be valid for more than 15 months; Russian documents go in as certified copies translated by the consulate's translators.
- Renewal through the KIT: a 16 euro stamp + a 70.46 euro slip (permesso up to 1 year) or 80.46 euro (up to 2 years) + 30 euro to the post office; file no later than 90 days before the card expires (since 4 June 2026).
- Insurance: a policy or voluntary SSN enrolment; the minimum contribution since 2024 is 2,000 euro a year.
- Chat data up to June 2026: 237 messages directly about residenza elettiva (2022 - 5, 2023 - 71, 2024 - 111, 2025 - 23, first half of 2026 - 27). How much income do you need for residenza elettiva in 2026?
Decree 850/2011 has no round figure. It says the resources must be "ample, own, stable and regular", with a reasonable expectation that they will continue, and not lower than three times the yearly amount in Table A of the Interior Minister's directive of 1 March 2000 on means of subsistence. Table A has not changed since 2000, so the threshold barely moves:

The decree has no "+20% for a spouse, +5% for a child" surcharges. It only says the same visa may be granted to a spouse, minor children and dependent adult children if the resources are judged adequate for them too. The percentages are a practice that consultants and members repeat; the Adelaide guide, on the contrary, counts the full amount for each adult. For a family, plan for more than for one person.
The key word is "ample": the consulate assesses not whether you clear a threshold but whether the whole story is plausible. Hence the gap between the law and what people report.

Check whether your income and savings clear the threshold for your family:
At one consulate (Saint Petersburg) they said outright: with income less than 25,000 euro a year per person you might as well not apply. And at the interview the consul let slip that he would approve it if you show about twice the required amount. So it's better to build in a reserve than to go right up to the threshold.
What income counts as passive
The decree lists the sources: substantial annuities (pensions, life annuities), ownership of property, stable economic and commercial activities or other sources other than employment. The consulate in Paris adds that the money must come in regardless of daily work, so income from self-employment and employment does not count. It asks for official papers as proof: certified company accounts, bank letters on securities income, property title deeds, rental agreements for property you own.

- Rent - only under an official contract and with the taxes paid.
- Dividends and interest - the chats treat them as the least disputed passive income. Interest on a deposit in Russia came up in 2024 and 2026: the issue is usually not the interest itself but how to show it is regular and how to move the money later.
- Income through your own sole proprietorship or company is disputed. If you are the director and run the company yourself, the income looks like pay for work. The chats have both refusals and approvals with it.
If part of the income is in one spouse's name and part in the other's, the sums are usually added up, but there must be enough for each applicant.
I applied on the basis of renting out commercial property as passive income. The rental contracts were certified by a notary, then an accredited translator and legalization; the simplified tax return was handled the same way. The main thing was that the papers made clear the income was regular and formalized officially, not "by word of mouth."

Each consulate has its own list. Below is the list of the Italian Consulate General in Moscow (the "Residenza elettiva" file, July 2026) and what other consulates ask on top of it:

Moscow accepts all Russian-language documents as certified copies with an Italian translation by a translator from the Consulate General's list; apostille and translation are covered in document legalization. The consulate notes that the list is indicative and it may ask for more. Processing, per the consulate in Paris page, takes up to 90 days; the 2024-2025 chats include cases of more than a year.
What housing is accepted for residenza elettiva
Consulates write more strictly than the chats report. Paris accepts only a registered rental contract or property in Italy. In the Adelaide guide the contract must be registered with the Agenzia delle Entrate, and invitation letters are not accepted at all. The Moscow list speaks in general terms - "documents on the availability of a home" - which is why the chats also include approvals with a reservation and a letter committing to rent on arrival.
A reservation will not work for renewal. You need a housing document in the questura's province: a registered purchase, rental or free-loan (comodato) contract, or a notice of transfer of the home (cessione di fabbricato) or a dichiarazione di ospitalita from the owner. For a transitorio contract (6-18 months) check that the owner does not object to registration: without it you cannot get residenza.
We applied with a housing reservation and a motivation letter - saying that on arrival we would rent a proper long-term place. At our consulate it worked, the visas were granted. But for acquaintances in another country the same trick did not pass: they were told only a registered contract. So do not consider a reservation a universal solution, ask precisely your consulate.

The first permesso after entry
You must apply for the permesso di soggiorno within 8 working days of entry, through the postal KIT. The procedure is in the KIT-postale for the permesso, and the tool helps fill in the forms:
Per the Viterbo questura sheet, the first permesso on these grounds costs a 16 euro marca da bollo and a 70.46 euro payment slip, plus a copy of the residenza elettiva visa. The post office charges 30 euro for sending the KIT.
Which documents are needed to renew residenza elettiva
The renewal takes the same set as the first permesso, minus the visa. A summary of the questura sheets published on questure.poliziadistato.it (Viterbo and the general list of KIT documents):

When to file: since 4 June 2026 (Legislative Decree 83/2026) no later than 90 days before the card expires; it used to be 60. What the chats asked about renewal (chat data up to June 2026): "is there a guide to filling in the KIT for a residenza elettiva renewal" was asked in October 2025 and January 2026, and about Modulo 2 in February 2026. The answer of a member with experience: skip the work section, file a separate KIT for the spouse, and if the income is shared, put a note in both envelopes saying the packs are linked.
The words "income received in Italy" in the Viterbo sheet come down to the bank account in practice. The chats describe a 2024 case: an online bank blocked top-ups during the renewal because it did not accept the ricevuta as a valid photo document. A ricevuta stamped by the questura, uploaded to support, solved it. Keep part of the money in an Italian account: you cannot pay taxes from an online bank either.
My Revolut blocked top-ups at renewal - they said a valid document was needed, the ricevuta does not fit. What helped was that the questura gave me a stamped ricevuta confirming that I was waiting for the permesso, I uploaded it to support, and the account was unblocked fairly quickly. But it cost some nerves, so it is better not to keep all the money under the grounds in one such bank.
Insurance and SSN enrolment
The visa needs a private policy: the consulate in Paris asks for cover of at least 30,000 euro, unlimited hospitalisation and repatriation. After entry a residenza elettiva holder has no right to free SSN enrolment but may enrol voluntarily. Since 2024 the minimum contribution for voluntary enrolment is 2,000 euro a year (the 2024 budget law; 700 euro for students). Figures of "about 400 euro a year" from 2023 discussions refer to the old rules, when the minimum was 387 euro. The enrolment receipt or the policy goes into the renewal KIT. Tax residence: what changed in 2024
Since 1 January 2024 (Legislative Decree 209/2023, explained by the Agenzia delle Entrate in circular 20/E of 04.11.2024) an Italian tax resident is someone who, for most of the year (183 days, 184 in a leap year), has at least one of four: a residence under the Civil Code, a domicile - the place where personal and family ties are mainly centred, physical presence in the country (part-days count) or registration in the anagrafe. Registration in the anagrafe is now only a presumption that can be rebutted.
Hence the dilemma argued over in the chats (13 messages on 183 days in 2023-2026, with opposite advice): registration is needed for renewal, and the same registration argues for tax residence. As a resident you are taxed on worldwide income and declare foreign accounts and assets in the RW schedule; each foreign current account with an average balance above 5,000 euro carries IVAFE of 34.20 euro a year. Why residenza elettiva is refused
Going by the wording of the decree and the consulates and by 9 messages about refusals in the 2023-2025 chats:
- the income looks like a salary or self-employment rather than an annuity;
- no regularity: one-off inflows or a deposit with no clear history;
- the amount is near the floor while the family is large - the consulate does not find the resources adequate for all;
- housing is shown with a reservation where the consulate expects a registered contract;
- the figures in statements, returns and explanations do not match.
The consulate assesses the plausibility of the story, not only a checklist. The 2025 chats mention that residenza elettiva applicants are selectively called for an interview. A refusal can be appealed in court, but members more often reapply taking the remarks into account. Changing grounds later is not easy: most questure do not convert to work - more in the residenza elettiva overview.
Our family of four was refused last spring. We're not prepared to pose as freelancers or a representative office, and our income isn't enough for 4-5 people. Now we're thinking of waiting for the children to grow up and moving as well-off pensioners, just the two of us with my spouse.

Can you work in Italy on residenza elettiva?
