Where to start after arriving in Italy?

The logic of the first steps is simple: first you lock in the residence permit application and get the ricevuta in hand, and only then build out the rest. Based on community experience, the route after arrival looks like this:

  1. Kit and ricevuta. Within the tight deadline after entry you send the package to convert the D visa into a permesso at the post office (Poste Italiane) and receive the ricevuta.   2. Codice fiscale. The tax number is needed for almost everything - a bank account, a , a rental contract. It can realistically be obtained even before the permesso, on a D visa and the ricevuta. The procedure is in the article codice fiscale and residenza.
  3. Residenza. According to the community, registration in the comune (anagrafe) is filed as early as possible, often already on the ricevuta - the residenza date is the day of filing. For some reason I thought that without the permesso I was a nobody. In reality, with just the ricevuta and the D visa they calmly made me a codice fiscale at the Agenzia delle Entrate, and with it both the bank and the SIM card went through. The plastic had not even been scheduled yet.

Why do you need the ricevuta, codice fiscale, residenza and tessera sanitaria?

These four things are easy to confuse, although each has its own role:

  • Ricevuta - the post office receipt confirming that you have applied for the permesso. While the plastic is being made, it is exactly what confirms that you are in the country legally, and with it (together with your passport) the community says you can travel to countries outside Schengen and return through the Italian border.   • Codice fiscale - your personal tax code. Without it you essentially cannot open a bank account or a Partita IVA. Here too the community warns about two typical traps: a wrong country-of-birth code (154 instead of the correct 135 for those born in the USSR) and a "letterless" numeric code that the questura sometimes generates - both get in the way of banks and business.   • Residenza - official registration at an address in the comune. According to the community it is important not to confuse it with domicilio: domicilio is simply the address of your actual residence where mail reaches you, whereas residenza is already a registered place of residence. How to track the permesso status and not miss the issuance?

After fingerprinting the questura gives instructions on how to check the status of the case on the Polizia di Stato website using the case number or a password. Based on community experience you should not rely on the SMS alone: the readiness notification does not always arrive, and there have been cases where the card was already sitting at the questura but no message ever came. If the status does not change for a long time, a personal visit during reception hours helps - sometimes that is the only way to find out that the plastic is ready.

Why the status and the SMS so often let you down: your case is frequently not "sent" anywhere in the nice sense of the word. You gave your fingerprints, you were entered into the database, the printout was slipped into a folder, the folder was placed on a shelf - and there it sits. So the only reliable way is to check the status yourself periodically and come in person, rather than wait by the phone.

A separate matter is the duration of the permesso itself: according to the community a receipt paid for two years does not guarantee a permesso for exactly two years, the questura often ties the expiry date to the rental contract.
